Բաքու պետական այցի նախօրեին, Ռուսաստանի հայերի միությունը դիմել է Ռուսաստանի նախագահին՝ խնդրելով, բանակցությունների ընթացքում բարձրացնել Ադրբեջանում պահվող հայերի, այդ թվում Արցախի նախկին ղեկավարների հարցը:

 ՌՀՄ նախագահ Արա Աբրահամյանի ուղերձում մասնավորապես ասվում է.

«Մեծարգո Վլադիմիր Վլադիմիրի.

Ադրբեջան կատարելիք Ձեր այցի հագեցած օրակարգում, ինչպես հայտնի է, բազմաթիվ օրախնդիր հարցեր կան, որոնք վերաբերվում են տարածաշրջանային և միջազգային քաղաքականությանը, այդ թվում՝ ադրբեջանահայկական կարգավորումը:

Ավելի քան 100 հազար բռնի տեղահանված հայերի, Լեռնային Ղարաբաղի հայկական պատմամշակութային և հոգևոր ժառանգության, ինչպես նաև մի քանի տասնյակ գերիների, որոնց թվում՝ Ադրբեջանի կողմից գրեթե մեկ տարի ապօրինի պահվող ԼՂՀ ղեկավարության ներկայացուցիչների ճակատագիրն անհանգստացնում է ոչ միայն աշխարհի հայությանը, այլև բոլոր նրանց, ովքեր անտարբեր չեն բարու և արդարության, մարդասիրական գաղափարների նկատմամբ: Ռուսաստանը, ռուս գրակյանության և մշակույթի, քաղաքական և պետական առաջավոր գործիչները միշտ աչքի են ընկել դրանով:

Ռուսաստանի Դաշնության միլիոնավոր հայազգի քաղաքացիների անունից դիմում եմ Ձեզ, որպես մեր նախագահի, խնդրանքով՝ Արդրբեջան կատարելիք Ձեր պետական այցի ընթացքում անդրադառնալ այս հարցերին: Վստահ ենք, որ դրանք Ձեր մշտական ուշադրության տակ են: Ձեր անձնական հեղինակությունը և Ադրբեջանի նախագահ Իլհամ Ալիևի հետ հարաբերությունների որակը մեզ հուս է տալիս, որ այս հարցերում դրական առաջընթաց կլինի: Հատկապես դա վերաբերվում է Բաքվում պահվող Ռուբեն Վարդանյանի, Արայիկ Հարությունյանի, Բակո Սահակյանի, Արկադի Ղուկասյանի, Դավիթ Բաբայանի, Դավիթ Մանուկյանի, Լևոն Մնացականյանի և մյուսների ճակատագրին»:
