Ռուսաստանում միգրանտների դեմ խստացումներն ազդելու են հայերի վրա

Ռուսաստանի իշխանությունները դաշնային մակարդակով կոշտ խստացումներ են ներդնում միգրանտների դեմ, իսկ տեղական իշխանությունները, ըստ հայեցողության, ավելի են կոշտացնում դրանք։ Նոր կանոնների համաձայն, եթե 2025-ին օտարերկրյա քաղաքացին պատրաստվում է Ռուսաստանում տարեկան ընդհանուր 30 օրից ավելի գտնվել, ապա պարտավոր է լոյալության համաձայնագիր ստորագրել:

Դրանով նա պարտավորվում է չխախտել այդ երկրի օրենսդրությունը, հարգել նրանց ավանդույթները, Հայրենական պատերազմի մասին չխոսել, չհայտնել այլ կարծիք, քան այդ պահին ընդունված է երկրում: Նաև պարտավորվում է չչարաշահել Ռուսաստանի պետական ծառայողների գործողությունները բողոքարկելու իրավունքը: Այսինքն՝ եթե օրինակ՝ ոստիկանը միգրանտին բաժանմունք է տանում որոշ հարցեր ճշտելու համար կամ մուտքի ապօրինի արգելք է դնում, նա այլևս չի կարողանա ոստիկանի այդ գործողությունները դատարանում բողոքարկել:

Այս խստացումների շարքում գործելու է նաև «վերահսկվող գտնվելու ռեժիմ» հասկացությունը՝ եթե միգրանտը հաշվառվի այլ հասցեում, բայց բնակվի այլ վայրում, ապա անգամ տնից դուրս գալ չի կարող առանց ոստիկանի թույլտվության, հակառակ դեպքում մինչև 1 տարվա ազատազրկման կենթարկվի։

Նման ռեժիմի տակ կարող են ընկնել նաև բոլոր նրանք, որոնք կասկածվում են միգրացիոն օրենսդրության խախտման, քրեական հանցագործություն կատարելու մեջ կամ վարակիչ հիվանդություն կարող են ունենալ, կամ էլ գործատուն կանխավճարով չի վճարել նրա հարկերը, անգամ եթե ինքը չգիտի։ Միգրանտները նաև հարկեր, բժշկական ստուգումների վճարներ պիտի վճարեն։

Ըստ փորձագետների, ամեն ինչ արվում է, որ եթե մարդը ցանկանում է բնակվել ու աշխատել ՌԴ-ում, անպայման դիմի քաղաքացիություն ստանալու համար։ Իսկ նոր քաղաքացիներին ռազմաճակատ ուղարկելն արդեն խնդիր չի ներկայացնում։ Կրասնոյարսկի երկրամասի իշխանություններն էլ մի քանի ոլորտներում ներգաղթյալների աշխատանքի արգելք են մտցրել։ Նահանգապետ Միխայիլ Կոտյուկովի հրամանագրի համաձայն, 2025 թվականի մարտի 1-ից տարածաշրջանի օտարերկրացիներին կարգելվի աշխատել մարդատար տաքսիներում և մասնագիտացված խանութներում ալկոհոլի և ծխախոտի արտադրանքի մանրածախ առևտրում։

Բացառություն են կազմում Ղազախստանը, Բելառուսը, Ղրղզստանը և Հայաստանը։ Բոլոր այս սահմանափակումները միտված են ՌԴ-ում աշխատանքային միգրանտների համար խոչընդոտներ ստեղծելուն, նրանց քաղաքացիություն ստանալ պարտադրելուն։ ՌԴ իշխանությունները որդեգրել են «Ուզում ես աշխատել, պիտի ծառայես» սկզբունքը։ Ինչ-որ առումով, սա նաև արդար է ռուսական կողմի տեսանկյունից։ Այլ հարց, թե ինչ պիտի անի Հայաստանն իր քաղաքացիների իրավունքները պահպանելու համար։ Եթե իհարկե, ունի նման ցանկություն։
