ՌԴ Կուրսկի տարածք ուկրաինական ստորաբաժանումների ներխուժումը կրկին սրեց Հավաքական անվտանգության պայմանագրի կազմակերպության արդյունավետության հարցը։ Ըստ միջպետական համաձայնագրերի, ՀԱՊԿ անդամ պետությունները համապատասխան դիմումի դեպքում պետք է օգնեն ռազմավարական դաշնակցին, եթե վտանգ է սպառնում նրա ինքնիշխան տարածքին։

Ռուսաստանը մտադիր չէ օգնություն խնդրել Հավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) իր գործընկերներից Կուրսկի մարզում Ուկրաինայի զինված ուժերի հարձակումից հետո։ Կուրսկի մարզում մարտերը թեժացել են օգոստոսի 6-ի առավոտյան։

Ուկրաինայի Զինված ուժերը հատել են Ռուսաստանի սահմանը և մտել մարզի տարածք։ Արդեն չորրորդ օրն է, ինչ այնտեղ մարտեր են։ Օգոստոսի 7-ին ՌԴ զինված ուժերի գլխավոր շտաբի պետ Վալերի Գերասիմովը նախագահ Վլադիմիր Պուտինին զեկուցել է, որ «գործողությունը կավարտվի հակառակորդի ջախջախումով և պետական սահման դուրս գալով»։

Բայց ուկրաինական ուժերը ավելի են խորանում ՌԴ տարածքում։ Պետդումայի ԱՊՀ գործերով, եվրասիական ինտեգրման և հայրենակիցների հետ կապերի հանձնաժողովի նախագահի առաջին տեղակալ Կոնստանտին Զատուլինի խոսքով, զարմանալի կլիներ, եթե Ռուսաստանը, որը ՀԱՊԿ-ի հիմնական երկիրն է, ինչ-որ մեկից օգնություն խնդրեր սեփական տարածքում։

«Ո՞ւմ եք պատրաստվում դիմել Ռուսաստանին Կուրսկի մարզում օգնելու համար։ Ցանկանում եք ղազախների՞ն դիմել, թե՞ հայերին, ո՞ւմ: Դուք հիմար հարցեր եք տալիս»,-ասել է Զատուլինը:

Վերջինիս նյարդային արձագանքը լիովին հասկանալի է. ՌԴ-ն, իհարկե, կցանկանար հետխորհրդային մյուս երկրները, որոնք ՀԱՊԿ գծով դաշնակիցներ են, ներգրավվեն հատուկ ռազմական գործողությանը։

Բայց Հայաստանը վաղուց կասեցրել է իր մասնակցությունը, Փաշինյանն էլ հայտարարել է, թե Ուկրաինայի դեմ պատերազմում ՌԴ դաշնակիցը չէ։ Խնդիրներ կան նաև Ղազախստանի պարագայում, որը սեփական խաղն է խաղում Արևմուտքի հետ և բոլորովին մտադիր չէ ներգրավել։

Ընդ որում, ՀԱՊԿ-ն օգնության հասավ նույն Ղազախստանին, երբ այնտեղ հեղաշրջման փորձ էր սկսվել։ Այս առումով, հարկ է ընդգծել, որ ՀԱՊԿ-ն վաղուց կորցրել է իր արդյունավետությունը, և չվերափոխվելու դեպքում կարող է բեռ դառնալ մասնակից պետությունների համար։
