Ադրբեջանը շաբաթներ առաջ Հայաստանին հրավիրել է՝ մասնակցելու Բաքվում նոյեմբերին կայանալիք COP29 համաժողովին։ Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը լրագրողներին ասել էր, որ պաշտոնական հրավեր է ուղարկվել Երևան։ Հայաստանի ԱԳն-ից ոչ հերքել, ոչ հաստատել էին մասնակցության հնարավորությունը, նշել էին, թե հարցին անդրադարձ լինելու պարագայում կտեղեկացնեն:

Երևանն, իհարկե, դեռ որոշում չունի համաժողովին մասնակցելու կապակցությամբ։ Այդ համաժողովը Բաքվում իրականություն է դառնում զուտ հայկական կողմի աջակցության շնորհիվ, դեկտեմբերին գերիների փոխանակության շուրջ բանակցություններում Ադրբեջանը նման պահանջներ էր ներկայացրել և ստացել։

COP29 համաժողովին մասնակցությունն անմիջականորեն առնչվում է Ադրբեջանում ներկայումս պահվող ռազմագերիների ազատման հետ։ Միջազգային հայտնի կառույցներ, իրավապաշտպաններ, քաղաքական գործիչներ կոչ են անում չմասնակցել համաժողովին, քանի դեռ Ադրբեջանը գերիներ է պահում իր մոտ։

Երևանից արձագանքը զրոյական է։ Մինչդեռ, հենց հայկական կողմը պետք է բարձրացներ ռազմագերիների հարցը՝ հաշվի առնելով, որ առնվազն մինչ համաժողովն Ադրբեջանն իրեն զուսպ է պահելու, նաև որոշակի միջազգային ճնշումների տակ է գտնվում։

Պատերազմից ու Արցախի վրա անցած տարվա ռազմական հարձակումից հետո ադրբեջանական բանտերում դեռ 23 հայ է պահվում։ Նրանցից 6-ը քաղաքացիական անձինք են, 9-ը՝ ռազմագերիներ, 8-ն Արցախի նախկին ղեկավարները՝ նախկին նախագահներ Արկադի Ղուկասյանը, Բակո Սահակյանը, Արայիկ Հարությունյանը, Ազգային ժողովի նախագահ Դավիթ Իշխանյանը, նախկին պետնախարար Ռուբեն Վարդանյանը, նախկին արտգործնախարար Դավիթ Բաբայանը, Պաշտպանության բանակի նախկին հրամանատար Լևոն Մնացականյանը, ՊԲ հրամանատարի նախկին տեղակալ Դավիթ Մանուկյանը:

Ժամանակ առ ժամանակ միայն գերտերությունները հիշում են հայ ռազմագերիների մասին, այն էլ՝ դժկամությամբ։ Օրերս ԱՄՆ պետդեպի փոխխոսնակ Վեդանտ Պատելին լրագրողը հարցրել էր՝ ԱՄՆ վարչակազմը կարո՞ղ է օգնել Բաքվում կալանավորված հայերի ազատ արձակմանը։ Լրագրողը նաև վկայակոչել էր Freedom House-ի տվյալները՝ նշել, որ Ադրբեջանի վերահսկողության տակ անցնելուց հետո Ղարաբաղի տարածքն ամենաանազատն է աշխարհում։

Զուգահեռներ անցկացնելով Լեռնային Ղարաբաղի և Հյուսիսային Կորեայի, Վենեսուելայի, Սիրիայի, Աֆղանստանի միջև՝ լրագրողը նկատել է՝ Լեռնային Ղարաբաղում այսօր իրավիճակն ավելի վատ է, քան վերոնշյալ երկրներում, հարցրել՝ արդյոք Վաշինգտոնը հետևո՞ւմ է Լեռնային Ղարաբաղում ազատությունների և քաղաքացիական հասարակության անկմանը։

«Երբ խոսքը վերաբերում է կալանավորներին, մենք հստակ և հետևողական պնդում ենք, որ ցանկացած երկիր պետք է բոլոր կալանավորների նկատմամբ արժանապատիվ վերաբերմունք ցուցաբերի՝ միջազգային իրավունքի նորմերին համապատասխան, և պետք է հարգի նրանց իրավունքները», - դիվանագիտորեն ցրել էր Պատելը, որը սովորաբար ակտիվորեն մեկնաբանություններ է անում, երբ հարցը վերաբերում է ՀՀ վեկտորը փոխելու մտադրություններին։ Իսկ հայ գերիները շարունակում են տառապել ադրբեջանական բանտերում։
