Մարգարայի անցակետում հայ-թուրքական կարգավորման գործընթացում բանագնացների հանդիպումից հետո Թուրքիան կրկին նախապայման է առաջ քաշում։ Ռուբինյանն ու Քըլըչը հուլիսի 30-ին հայ-թուրքական սահմանին կայացած հանդիպմանը վերստին ընդգծել էին կարգավորման գործընթացն առանց որևէ նախապայմանի շարունակելու պայմանավորվածությունը։

Ընդամենը մեկ օր անց Թուրքիայի արտգործնախարար Հաքան Ֆիդանը հայտարարել է, թե Թուրքիան կարող է բացել սահմանը հարևան Հայաստանի հետ այդ երկրի և Ադրբեջանի միջև հարաբերությունների կարգավորումից հետո։ «Ադրբեջանի և Հայաստանի միջև բանակցային գործընթացը շարունակվում է: Մենք պետք է պատրաստենք մեր սցենարը դրա դրական ավարտի դեպքում, և այս ուղղությամբ աշխատանքներ են տարվում: Եթե այն ավարտվի, մենք կակտիվացնենք դրական սցենարը, այսինքն՝ մենք կարող ենք բացել մեր դարպասը սահմանին»,- ասել է Ֆիդանը։

Նույն այս օրերին Ադրբեջանի նախագահի հատուկ հանձնարարությունների գծով ներկայացուցիչ Էլչին Ամիրբեկովը ԱՄՆ-ում հայտարարել է, թե խաղաղության հասնելու ճանապարհի միակ խոչընդոտն իրենց համար մնում է ՀՀ Սահմանադրության փոփոխության հարցը:  «Նայելով սեղանին դրված խաղաղության համաձայնագրի տեքստին, կարելի է ասել, որ կողմերը շատ մոտ են դրա շուրջ աշխատանքներն ավարտելուն: Տեքստի մեծ մասը համաձայնեցված է։ Մնացած բոլոր հարցերը կարող են լուծվել, բայց մենք չենք կարող խաղաղության պայմանագիր կնքել՝ աչք փակելով Հայաստանի Սահմանադրությամբ ամրագրված «տարածքային պահանջների նկատմամբ», քանի որ դա թույլ չի տալիս հավատալ Հայաստանի՝ Ադրբեջանի նկատմամբ տարածքային պահանջներ չունենալու հայտարարություններին»,-ասել է դիվանագետը: 

Իսկ դա նշանակում է, թե առնվազն առաջիկայում հայ-թուրքական սահմանը չի բացվելու, իսկ Թուրքիայի նախապայմանը կատարման ենթակա չէ։
