Հուլիսի 22-ը ֆիզիկական անձանց եկամուտների հայտարարագիր ներկայացնելու վերջին օրն էր։ 2023 թվականի համար հայտարարատու հանդիսանում է 120 հազար անձ։ Հուլիսի 23-ի դրությամբ հայտարարագիր ներկայացրել է 51 հազար ֆիզիկական անձ:
Եկամտային հարկի տարեկան հաշվարկ-հայտարարագիրը սահմանված ժամկետում չներկայացնելու դեպքում սահմանված է վարչական պատասխանատվություն:
Առաջին անգամ չներկայացնելու դեպքում կիրառվում է նախազգուշացում։ Այնուհետև, նախազգուշացումը կիրառելուց հետո 30 օրվա ընթացքում չներկայացնելու դեպքում նախատեսվում է 50 հազար ՀՀ դրամի չափով տուգանք :
Տուգանք վարչական տույժը կիրառելուց հետո, 30 օրվա ընթացքում տարեկան հաշվարկ-հայտարարագիրը չներկայացնելու դեպքում, տուգանքի չափը կրկնապատկվում է ։
Թեման բավականին ընդգրկուն է,որովհետև արդեն ակնհայտ է ,որ կառավարչական այս միջոցառումը տապալված է։ Հիշեցնենք , որ սկզբնական ժամկետը սահմանված էր մինչև մայիսի մեկը, հետագայում լիազոր մարմինն ընդունեց իր մեղքը եվ մոտ 80 օրով երկարացրեց հայտարարագրի հանձնման վերջնաժամկետը: Հանձնված հայտարարագրերի թիվը կազմել է 51000 ,եվ դա այն դեպքում երբ օրենքի պահանջը տարածվում է մոտ 120000 քաղաքացու վրա։ Մեծագույն հիասթափությամբ արձանագրում ենք, որ պետական ծառայողները թքած ունեն պետական որոշումների վրա ։ Լավ բա եկող տարին ինչպես է լինելու , երբ հայտարարագրումը դառնա համատարած ? : Սա այս փնթի ապիկարների ձեռագիրն է , որոնց ձեռքը պետություն է ընկել : Սա ձեր համար Թաթայի համերգ չէ , սա պետություն է , որի կառավարումն ընկել է ձեր ոտքերին ։ Արդեն մեկ շաբաթ է անցել հայտարարագրման խայտառակ արդյունքների արձանագրումից , բայց դեռ չկա որևէ մեկը ով պատասխանատվության է ենթարկվել , չկա մեկը ում թեթև ձեռքով չիպային նույնականացման քարտերը փոխարինվել են առանց չիպ քարտերի , չկա մեկը ով կբացատրի ,թէ երբ է գործարկվելու հայտարարագրի ներկայացման բջջային հավելվածը ։ Իրավական նիհիլիզմը , անգրագետ անպատասխանատու կառավարումը պետությունը տանում են դեպի կառավարչական քաղցկեղ , որի արդյունքը նվեր ստացած պետության կործանումն է ։
