Հայաստանի նախկին արտգործնախարար, Նիկոլ Փաշինյանի օրոք, պատերազմից հետո պաշտոնավարած Արա Այվազյանը սենսացիոն բացահայտում է արել, պնդել, որ ինչ-որ փաստաթուղթ է ստորագրվել Գորիս-Կապան ճանապարհը և Սյունիքի Շուռնուխ գյուղի մի հատվածն Ադրբեջանին փոխանցելու մասին, բայց ԱԳՆ-ն այդ մասին տեղյակ չի եղել։

Հիշեցնենք, 2020 թվականի դեկտեմբերից Ադրբեջանին անցավ Գորիս-Կապան ճանապարհը, և արդեն 2021-ի հունվարին Ադրբեջանին նաև փոխանցվեց Շուռնուխ գյուղի մի մասը։ Ըստ նախկին նախարարի, Անվտանգության խորհրդի նիստում քննարկումներ եղել են, բայց Ադրբեջանի հետ հուշագրի ստորագրման մասին տեղյակ են եղել միայն կառավարությունում և պաշտպանության նախարարությունում։ Ըստ Այվազյանի, երբ պարզվել է հուշագրի փաստը, ԱԳՆ-ից դիմել են այդ փաստաթուղթը ստանալու, և ՊՆ-ն չի տրամադրել։

Փաստաթուղթը հայկական կողմից ստորագրել է պաշտպանության նախկին նախարար, ներկայումս ՌԴ-ում ՀՀ դեսպան Վաղարշակ Հարությունյանը։ Տևական ժամանակ կառավարությունը հրաժարվում էր հաստատել այդ տեղեկությունը՝ հասկանալով, որ դա քրեորեն հետապնդելի արարք է և, ի վերջո, Նիկոլ Փաշինյանն ու Վաղարշակ Հարությունյանն անձնական պատասխանատվություն են կրում ՀՀ ինքնիշխան տարածքից առանց հանրաքվեի Ադրբեջանին նվիրելու համար։

Ի դեպ, Վաղարշակ Հարությունյանի հրամանով էին ռուս խաղաղապահները ժամանակավոր տեղակայման կետեր ստեղծել Հայաստան-Ադրբեջան սահմանին, իսկ Փաշինյանը տարիներ անց պնդում էր, թե որևէ փաստաթուղթ չկա այդ կապակցությամբ։
