«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել Քրեական օրենսգրքում: Նշվում է, որ նախագծի ընդունմամբ կապահովվեն Հայաստանի տարածքում առավել խիստ հսկողական մեխանիզմներ համացանցի, տեղեկատվական կամ հաղորդակցական տեխնոլոգիաների միջոցով ապօրինի թմրամիջոցների շրջանառության դեմ պայքարում։ Հայաստանում արձանագրված դեպքերի վերլուծության արդյունքում պարզ է դարձել, որ կտրուկ ավելացել է տեղեկատվական կամ հաղորդակցական տեխնոլոգիաների միջոցով թմրամիջոցների ապօրինի շրջանառությունը։

Ըստ ՆԳՆ-ի նախագծի, 2024 թ. ընթացքում արձանագրվել է համացանցի միջոցով թմրամիջոցների անօրինական շրջանառության 147 դեպք, որոնցից 36-ը թմրամիջոցներ իրացնելու դեպքեր են, իսկ 111-ը՝ ձեռքբերման: Նախագծով նախատեսվող կարգավորմամբ, տեղեկատվական կամ հաղորդակցական տեխնոլոգիաների միջոցով թմրամիջոցների շրջանառությունը դիտարկվում է որպես հանցանքը ծանրացնող հանգամանք։ ՆԳՆ-ն ներկայացրել է մի շարք վիճակագրական տվյալներ ևս: 2023թ.-ի ընթացքում հանրապետության իրավապահ մարմինները հայտնաբերել են թմրամիջոցների, հոգեմետ (հոգեներգործուն) նյութերի և դրանց պրեկուրսորների հետ կապված հանցագործությունների 5070 դեպք, նախորդ տարվա 2266-ի դիմաց, գրանցվել է աճ 2804 դեպքով կամ 123,7 տոկոսով:

Հանցագործության դեպքերից 2802-ը վերաբերել են թմրամիջոցների, հոգեմետ (հոգեներգործուն) նյութերի և դրանց պրեկուրսորների ապօրինի իրացմանը, այդպիսով՝ 2022թ.-ի նույն ժամանակահատվածի համեմատ գրանցվել է աճ 1771 իրացման դեպքով կամ 171,7 տոկոսով: (2022թ.-ին՝ 1031): 2023թ.-ի ընթացքում հանրապետության տարածքում արձանագրվել է առանց իրացնելու նպատակի թմրամիջոցների անօրինական շրջանառության 1762 դեպք, ինչը 1076 դեպքով ավելի է նախորդ տարվա համեմատությամբ (2022թ.-ին՝ 686 դեպք): Թմրամիջոցների անօրինական շրջանառության դեպքերի կտրուկ ավելացումը պայմանավորված է ընթացիկ տարվա ընթացքում համացանցի միջոցով թմրամիջոցների անօրինական շրջանառության դեպքերի արձանագրման աճով:

2023թ.-ի ընթացքում Ոստիկանության ստորաբաժանումների ձեռնարկած օպերատիվ-հետախուզական միջոցառումների արդյունքում բացահայտվել է համացանցի միջոցով թմրամիջոցների անօրինական շրջանառության 489 դեպք, որոնցից 128-ը իրացման դեպքեր են, իսկ 361-ը՝ ձեռքբերման (2022թ.-ին՝ 134 դեպք, որոնցից 37-ը՝ իրացման, 97-ը՝ ձեռքբերման): Ըստ նարկոլոգիական ծառայությունների հաշվառումների՝ տարեցտարի աճում է թմրամիջոցներ օգտագործող անձանց թիվը (2018թ. - 6951, 2019թ. -7209, 2020թ. -7392, 2021թ. -7570, 2022թ. - 7738):
