Ներդրվում է ընտանիքների անապահովության գնահատման նոր համակարգ․ «Սոցիալական աջակցության մասին» նոր օրենքի, «Պետական նպաստների մասին» օրենքում ու հարակից օրենքներում փոփոխություններ ու լրացումներ կատարելու վերաբերյալ նախագծերի փաթեթներն արժանացել են Կառավարության հավանությանը։

Ընտանիքների անապահովության գնահատման նոր համակարգը հնարավորություն կստեղծի՝

նպաստել ծայրահեղ աղքատության հաղթահարմանը,

առավել հասցեական դարձնել սոցիալական աջակցության ծրագրերը,

խրախուսել անձի սոցիալ-տնտեսական ակտիվացումը՝ սոցիալական աջակցության ծառայությունները կարիքին համաչափ տրամադրելու սկզբունքի վրա հիմնվելով։

Այսպիսով, «ընտանեկան» և «սոցիալական» նպաստների փոխարեն կներդնվի «անապահովության նպաստ», որի իրավունքը կունենան Կառավարության հաստատած գնահատման կարգով սոցիալապես անապահով ճանաչված այն ընտանիքները, որոնց մեկ հաշվարկային անդամի ամսական եկամտի չափը ցածր կլինի անապահովության սահմանային շեմից: Վերջինս յուրաքանչյուր տարի կսահմանի Կառավարությունը՝ հաշվի առնելով 1 չափահաս անձի համար հաշվարկված Նվազագույն պարենային զամբյուղի չափը, այսինքն՝ ծայրահեղ աղքատության շեմը։

Անձին չի նշանակվի անապահովության նպաստ, եթե վերջինս աշխատունակ է և չի ներկայացնում դիմում, որպեսզի ՄՍԾ կողմից հաշվառվի որպես աշխատանք փնտրող։ Ավելին, կներդրվի նոր ինստիտուտ, որի համաձայն՝ ընտանիքի աշխատունակ, բայց չաշխատող անդամներին կվերագրվի եկամուտ՝ Կառավարության նախատեսած դեպքերում, չափով ու ժամկետներում։

Նպաստի մերժման համար հիմք կլինեն նաև հանրապետական միջինից բարձր տնտեսական արժեքով անշարժ և շարժական գույք ունենալը, այլ ակտիվների առկայությունը կամ դրանց մասին վկայող այլ ցուցիչների առկայությունը, միջին սպառողներից բարձր էլեկտրաէներգիայի կամ գազի սպառման ցուցիչները և այլն։
