ՀՀ պետական բյուջեի ծախսերը 20.4 %–ով աճել են. ֆիննախ

2024 թ. հունվար–մայիս ամիսներին ՀՀ պետական բյուջեի ծախսերը նախորդ տարվա նույն ժամանակահատվածի համեմատ աճել են 20.4 %–ով կամ 174.6 մլրդ դրամով։ Տեղեկությունը հրապարակված է ՀՀ ֆինանսների նախարարության կայքէջում։
Նախարարությունից նշում են, որ դա պայմանավորված է սոցիալական նպաստների և կենսաթոշակների, ինչպես նաև տոկոսավճարների գծով ծախսերի աճով:
Նշված ժամանակահատվածում միայն կառավարության պարտքի սպասարկաման ծախսերի 31.4 %–ը կամ 35.8 մլրդ դրամ աճը հիմնականում պայմանավորված է դոլար/դրամ փոխարժեքի, շրջանառության մեջ գտնվող գանձապետական պարտատոմսերի ծավալների, ինչպես նաև արտաքին պարտքի գծով լողացող տոկոսադրույքների աճով:
Ինչ վերաբերում է եկամուտներին, ապա 2024 թ. հունվար–մայիս ամիսներին դրանք կազմել են 1,029.0 մլրդ դրամ` 2023 թ. համեմատ աճելով 7.7 %‑ով կամ 73.9 մլրդ դրամով, իսկ պակասուրդը եղել է 64.5 մլն դրամ:
Նշենք, որ մամուլում հակառակ տեղեկությունները շրջանառվեցին, որ կառավարությունը շրջաբերական է իջեցրել գրեթե բոլոր գերատեսչություններին՝ պահանջելով իրականացնել բացառապես առաջնային ծրագրերը. բյուջեում փող չկա, քանի որ 2024 թ. առաջին կիսամյակում ՀՀ պետական բյուջե է մուտքագրվել նախատեսվածից ավելի քան 100 մլրդ դրամ պակաս հարկ։ Դա պայմանավորված էր նրանով, որ նախորդ տարի մեծ թվով ավտոմեքենաներ են ներմուծվել Հայաստան՝ ԱՄՆ-ից, Եվրոպայից, այլ երկրներից, եւ արտահանվել Ռուսաստան, իսկ այս տարի՝ ոչ։ Մինչդեռ բյուջեում հարկերի հավաքագրման հաշվարկն ավտոմեքենաների վերաարտահանման հաշվարկով են արել ու կանգնել փաստի առաջ։
Ֆիննախից տեղեկացնում են, որ 2024 թ. առաջին կիսամյակում պետական բյուջե ակցիզային հարկով մուտքագրված եկամուտներն ու պետական տուրքերը կազմել են ընդամենը 4.7 % (նախորդ տարի՝ 5.4 %):
«Նախորդ տարվա նույն ժամանակահատվածի համեմատ ակցիզային հարկի մուտքերի նվազումը ձևավորվել է ՀՀ ներմուծվող ենթաակցիզային ապրանքների գծով (որոնց մեջ ներառվում են շոկոլադը, ծխախոտի արտադրանքը, մարդատար ավտոմեքենաների ավտոդողերը, ոսկերչական իրերը և այլն) մուտքերի նվազման արդյունքում»,– ասված է ֆիննախի հրապարակման մեջ:
2024 թ. առաջին կիսամյակում հավաքագրված հարկային եկամուտների և պետական տուրքերի 27.4 %‑ն էլ ապահովվել է ավելացված արժեքի հարկի հաշվին:
Նախարարությունից միաժամանակ նշել են, որ նախորդ տարվա նույն ժամանակահատվածի համեմատ ԱԱՀ–ով մուտքերի նվազում է եղել։ Դա պայմանավորված էր ՀՀ ներմուծվող ապրանքների կրճատմամբ, փոխարենը աճել են ՀՀ–ում արտադրվող ապրանքների ու ծառայությունների շրջանառությունից ստացված մուտքերը:
Ըստ այդմ` ԱԱՀ–ով ՀՀ պետական բյուջեի մուտքերը 2024 թ. հունվար- մայիսին ընդհանուր կազմել են 269.7 մլրդ դրամ, որից ներմուծումից ստացված մուտքերը կազմել են 149.1 մլրդ դրամ, ԵԱՏՄ երկրներից` 52.9 մլրդ դրամ, ներքին շրջանառությունից` 120.7 մլրդ դրամ։
Համեմատության համար նշենք, որ 2023 թ. հունվար- մայիսին ԱԱՀ–ով ՀՀ պետական բյուջեի մուտքերն ընդհանուր կազմել էին 285,1 մլրդ դրամ, որից ներմուծումից ստացված մուտքերը կազմել են 201.8 մլրդ դրամ, ԵԱՏՄ երկրներից` 53.2 մլրդ, ներքին շրջանառությունից` 83.4 մլրդ դրամ։
