«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2018 թ. հուլիսի 19-ի N 893-Լ որոշման մեջ: Նախագծի ընդունումը պայմանավորված է սպանդանոցային ցանցի ընդլայնմամբ: Ծրագրի շրջանակներում տնտեսվարողները լիզինգով կարող են ձեռք բերել սարքավորումներ, որոնց արժեքների հանրագումարը չպետք է գերազանցի 1 մլրդ դրամը, իսկ սպանդանոցային տնտեսություն հիմնելու, շարժական և շարժական մոդուլային սպանդանոցներ, ինչպես նաև սպանդանոցային ծառայություն մատուցողի կողմից մսեղիքի տեղափոխման տրանսպորտային միջոցներ ձեռք բերելու նպատակով տրամադրվող լիզինգների արժեքների հանրագումարը՝ 200 մլն դրամը։
Ծրագրի շրջանակներում մեծ ծավալով լիզինգներ հիմնականում ներգրավում են ագրովերամշակման ոլորտում գործունեություն, ինչպես նաև ջերմոցային և սառնարանային պահպանության գործունեություն իրականացնող տնտեսվարողները, որոնց գերակշռող մասն արդեն իսկ օգտվել է ծրագրից, սակայն լրացուցիչ սարքավորումներ և տեխնոլոգիական հոսքագծեր ձեռքբերելու կարիք ունեն, մինչդեռ դրան խոչընդոտում է ծրագրով սարքավորումների ձեռքբերման համար սահմանված 1 մլրդ և 200 մլն դրամ առավելագույն շեմերը։ Մյուս կողմից՝ սպանդանոցային մորթի նկատմամբ վերահսկողության խստացման պայմաններում սպանդանոցների անհամաչափ բաշխվածության պատճառով խնդիրներ են առաջանում ֆերմերների կողմից կենդանիների սպանդանոց տեղափոխման հարցում։
Առաջարկվող փոփոխություններով շարժական կամ շարժական մոդուլային սպանդանոցների ձեռքբերման նպատակով 2024 թ.-ի օգոստոսի 1-ից մինչև 2025 թ.-ի դեկտեմբերի 31-ը տնտեսվարողներին լիզինգները տրամադրվելու են ՀՀ դրամով տարեկան մինչև 13 տոկոս տոկոսադրույքով, իսկ արտարժույթով՝ տարեկան մինչև 7 տոկոս տոկոսադրույքով և տրամադրվող լիզինգների տոկոսադրույքների սուբսիդավորումը իրականացվելու են լիզինգային պայմանագրերով սահմանված տոկոսադրույքների չափով, որի արդյունքում լիզինգները տնտեսվարողներին կտրամադրվեն 0 տոկոս տոկոսադրույքով, լիզինգով ձեռքբերվող սարքավորումների արժեքների հանրագումարի 1 մլրդ և 200 մլն դրամ շեմերը բարձրացվում են մինչև 2 մլրդ դրամ, շարժական և շարժական մոդուլային սպանդանոցների ձեռքբերման համար սահմանված 20 տոկոս կանխավճարի 80 տոկոսը սուբսիդավորվում է, որի տրամադրման համար սահմանվում է համապատասխան ընթացակարգ: Առաջարկվում են այլ փոփոխություններ ևս:
