Այն գործով, որով պետք է զբաղվի պետական համակարգը, բոլոր ոլորտներում «բարդակ» է։ «Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանի կարծիքով, մի ոլորտ կա, որ հստակ կառավարում է գործող վարչապետը, իր անձնական անվտանգության ապահովումն է։
Գեներալ-մայորի խոսքով, բոլոր ոլորտներում են խնդիրները՝ սոցիալական, առողջապահության, պաշտպանության, արտաքին հարաբերությունների, ֆինանսական։ «Մեր արտաքին պարտքը արդեն 13 մլրդ դոլար է։ Տարին դեռ չի ավարտվել, անցած տարվա համեմատ 300 մլն եվրո ավելացել է պարտքը»,- նշել է Կարապետյանը՝ հավելելով, թե «Համահայկական ճակատ» շարժումը ծրագրում է բոլոր այդ ոլորտները համակարգել, բերել նորմալ վիճակի, հատկապես պաշտպանական ոլորտը։ Գեներալ-մայորը կարծում է՝ չկա իրավիճակ, որից ելք չլինի։ «Այսօր ունենք դեռ շանս գոնե կանգնեցնելու իրենց կողմից սկսած դավաճանական գործընթացը։ Տավուշում պայմանավորվածությունից ավելին է հանձնել, դեռ հայտարարում է, թե հաղթանակ է տարել»,- նշել է նա։
Ըստ պաշտպանության նախկին նախարարի, սպաների նկատմամբ հատուկ վատ վերաբերմունք կա գործող իշխանությունների կողմից։ Միտումնավոր կալանավորում են, տարիներով պահում առանց հստակ ապացույցների։ «Հայտարարելու ենք ֆինանսական ամնիստիա, դադարեցնելու ենք այդ հետապնդումները»,- նշել է Կարապետյանը։ Նա մանրամասներ է ներկայացրել կատարվող ապօրինությունների, բարձրաստիճան սպաների նկատմամբ հատուկ վերաբերմունքի դեպքերի մասին։ Գեներալը նաև նշել է, թե պատերազմի ժամանակ այն հանցագործությունները, որոնք չեն հանգեցրել ծանր հետևանքների, համաներման տակ են հայտնվելու։ «Եղել է պատերազմ, եղել է վախի մթնոլորտ, մարդը ոչ միտումնավոր սխալներ է արել։ Այդ ամենը պետք է ներել»,- նշել է պաշտպանության նախկին նախարարը։
Լուրջ ուշադրություն են դարձնելու ազգային անվտանգության համակարգին, որը գործող վարչախմբի օրոք միտումնավոր թուլացրել են։ «Կա մի օֆիցիալ կազմակերպություն, որը նամակներ է գրում, ուրիշ գործով չի զբաղվում։ Ինչպե՞ս կարող է ԱԱԾ-ն Հայաստանում չունենալ քննչական ծառայություն, գործերը քննվեն ընդհանուր իրավասության դատարաններում։ Չի կարող նման բան լինել»,- նշել է Արշակ Կարապետյանը։
