«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Քաղաքացիություն չունեցող անձանց մասին», «ՀՀ քաղաքացիության մասին», «Փաստաբանության մասին» և «Օտարերկրացիների մասին» օրենքներում։ Նախագծերի ընդունման պարագայում ակնկալվում է Հայաստանի ստանձնած միջազգային պարտավորությունների պատշաճ իրականացում, օրենքով քաղաքացիություն չունեցող անձի կարգավիճակը որոշելու ընթացակարգի սահմանում, պարտականությունների օրենսդրական ամրագրում, քաղաքացիություն չունեցող անձանց իրավունքների և ազատությունների երաշխավորում։

Նշվում է, որ «Քաղաքացիություն չունեցող անձանց (ապատրիդների) կարգավիճակի մասին» 1954 թ.-ի սեպտեմբերի 28-ի և «Ապաքաղաքացիության կրճատման մասին» 1961 թ.-ի օգոստոսի 30-ի ՄԱԿ-ի կոնվենցիաներն Հայաստանի համար ուժի մեջ են մտել դեռևս 1994 թ.-ին, սակայն մինչ օրս մեր երկրի ստանձնած որոշ պարտավորություններ պատշաճ կերպով չեն կատարվել: Քաղաքացիություն չունեցող անձի (ՔՉԱ) կարգավիճակի որոշման համար պետությունը պետք է սահմանի հստակ ընթացակարգ, սակայն մինչ օրս որևէ օրենսդրական ակտով նման ընթացակարգ սահմանված չի եղել: Կառավարության 2021-2026 թթ. գործունեության միջոցառումների ծրագրի՝ ՆԳՆ միջոցառումների ցանկի 8-րդ կետով Հայաստանում քաղաքացիություն չունեցող անձանց իրավական վիճակի հետ կապված հարաբերությունները միջազգային չափանիշներին համապատասխան շարունակական կատարելագործելու նպատակով նախատեսվել է առանձին միջոցառում՝ «Քաղաքացիություն չունեցող անձանց մասին» օրենքի ընդունում։

Նախագծում նշվում է, որ վերջին տարիներին Հայաստանում նկատվում էր քաղաքացիություն չունեցող անձանց թվի աճ, ինչով պայմանավորված 2019 թ.-ին Փախստականների գլոբալ ֆորումի ընթացքում Հայաստանը ստանձնել է հանձնառություններ, մասնավորաբար՝ ուսումնասիրել, վեր հանել այն հիմնական պատճառները, որոնք հիմք են հանդիսացել քաղաքացիություն չունեցող անձանց թվի կտրուկ աճի համար, գծագրել խնդիրները, ոլորտի հիմնական մարտահրավերները և դրանց լուծման վերաբերյալ ներկայացնել առաջարկություններ, իրականացնել գործուն քայլեր, վերանայել օրենսդրությունը՝ հիմնել իրավական անհրաժեշտ մեխանիզմներ, հիմքեր ՔՉԱ թիվը նվազեցնելու և նրանց իրավունքների իրացումը երաշխավորելու, ընդունել իրավական ակտ, որը կկանոնակարգի քաղաքացիություն չունեցող անձի կարգավիճակի որոշման համար հստակ ընթացակարգ:

Հանձնառություններից երկուսն ամբողջությամբ կատարվել են, նախագծի նախապատրաստումը միտված է 3-րդի իրականացմանը, որը մեկ միասնական իրավական ակտում կներառի քաղաքացիություն չունեցող անձանց կարգավիճակը որոշելու գործընթացը, քաղաքացիություն չունեցող անձանց հարցերով լիազոր մարմինների գործառույթները, կսահմանի այդ անձանց իրավունքներն ու պարտականությունները:
