Վերջին տարիներին ՀՀ կառավարությունը Երևանի քաղաքապետարանին հանձնարարականներ էր տվել, որպեսզի մայրաքաղաքում ճանապարհատրանսպորտային անվտանգության կանոնների պահպանման շրջանակներում մայրաքաղաքի մայթերին տեղադրվեն պաշտպանիչ ճաղավանդակներ, ինչը հնարավորություն է տալիս, որ հետիոտները նշված հատվածներով չանցնեն ճանապարհը, վթարային իրավիճակներ չստեղծեն վարորդների համար։
Վերջին տարիներին Երևանի քաղաքապետարանի և վարչական շրջանների ղեկավարների գլխավորությամբ կյանքի է կոչվել կառավարության այդ հանձնարարականը, ինչը մայրաքաղաքում նվազեցրել է ոչ թույլատրելի հատվածներում հետիոտների շարժը ու տեղի չեն ունենում վրաերթեր։ Նման հսկայածավալ աշխատանքներ են իրականացվել նաև Քանաքեռ-Զեյթուն վարչական շրջանի ղեկավար Արտակ Հովակիմյանի գլխավորությամբ։
Նույնիսկ երբ վարչական շրջան է այցելել Երևանի քաղաքապետ Տիգրան Ավինյանը, վերջինս վարչական շրջանի ղեկավարին հայտնել է, որ օր առաջ պետք է աշխատանքներն իրականացվեն ու հաշված օրերի ընթացքում թաղապետի գլխավորությամբ վարչական շրջանի բազմաթիվ փողոցներում տեղադրվել են երկաթե պաշտպանիչ ճաղավանդակները։
Ցավոք, եղել են դեպքեր, երբ միտումնավոր կոտրում են այդ ճաղավանդակները, իսկ եղել են նաև դեպքեր, երբ դրանք կոտրվել են ավտովթարի հետևանքով։ Այսօր՝ հուլիսի 7-ին, ժամը 13:00-ի սահմաններում Լոռու մարզի բնակիչ 18-ամյա Աղվան Բոստանչյանը, իր վարած «Opel» մակնիշի ավտոմեքենայով, Ուլնեցի փողոցի 70/1 հասցեում, դեռևս անհայտ հանգամանքներում, դուրս է եկել ճանապարհի երթևեկելի գոտուց բախվել հետիոտների համար նախատեսված պաշտպանիչ երկաթե ճաղավանդակներին, կոտրել դրանք, ապա բախվել ծառին և առաջ ընթանալով՝ հայտնվել շենքի մոտ։
Ինչպես հայտնում է ֆոտոլրագրող Գագիկ Շամշյանը, ըստ նախնական տեղեկությունների բարեբախտաբար տուժածներ չկան։Օպերատիվորեն ժամանել են ՀՀ Ներքին գործերի նախարարության Ոստիկանության Պարեկային ծառայության Երևան քաղաքի գնդի 4-րդ գումարտակի 1-ին վաշտի պարեկները։
Տարածքը սահմանազատել են նույն վաշտի պարեկներ Վահրամ Հակոբյանն ու Մանուկ Վարդանյանը։Վթարի փաստով ՊԾ Երևան քաղաքի գնդի 4-րդ գումարտակում փաստաթղթեր են ձևակերպվում։ Վարորդը ենթարկվել է սթափության փորձաքննության, եղել է սթափ։
Դեպքի մասին տեղեկանալով՝ Քանաքեռ-Զեյթուն վարչական շրջանի ղեկավար Ա. Հովակիմյանի հանձնարարականով դեպքի վայր են ժամանել թաղապետարանի աշխատակիցները, ովքեր արդեն ձեռնամուխ են եղել վնասված պաշտպանիչ ճաղավանդակները նորով փոխարինելուն։
