ՀՀ ՊԵԿ նախկին նախագահ Դավիթ Անանյանը գրում է․ «Այսօր Սահմանադրության օրն է։ Այսօրվա ամսաթիվը՝ 2024 թվականի հուլիսի 5-ը, ոչ միայն պատմական, այլև խորը մտորումների կարևոր հանգրվան է այն ուղու մասին, որը մենք միասին պարտավոր ենք անցնել՝ հիմնվելով 1995 թվականի հուլիսի 4-ին ընդունված մեր մայր օրենքում ներառված սկզբունքների և գոյաբանական իմաստների վրա։
Անկեղծորեն պետք է խոստովանել, որ Սահմանադրության ընդունման օրվանից անցած շուրջ երեք տասնամյակների ընթացքում ժողովրդական լայն ընկալմամբ այն չդարձավ մեր ժողովրդի հույսերի ու երազանքների խորհրդանիշը, իսկ նրա պատմությունը՝ մեր երկրի քաղաքացիների ուժի, իմաստության և տոկունության վկայությունը։ Մենք ականատես ենք եղել, թե ինչպես է այն տարբեր ժամանակաշրջաններում դիտարկվել ոչ թե որպես ազգային միասնության և օրենքի գերակայության հիմք, այլ որպես համապատասխան փոփոխման ենթակա փաստաթուղթ. քաղաքական շահերի ու առաջնահերթությունների կոնյունկտուրայի համատեքստում։
Որքան էլ պարադոքսալ հնչի, նորանկախ Հայաստանի այս մեծագույն նվաճման՝ Սահմանադրության, կարևորության և արժեքի համազգային ըմբռնմանը մեր երկրի ներկայիս էկզիստենցիալ փորձությունները հանգեցրեցին՝ կապված մեր Սահմանադրության հիմքերը փոխելու ապազգային ներքին և թշնամական արտաքին ուժերի մտադրությունների ու փորձերի հետ։
Սահմանադրությունը մի տեսակ վերածնունդ է ապրում մեր համերկրացիների սրտում՝ որպես ազգային ինքնության, պետականության անսասան հիմքերի պահպանման համար մղվող ազգային-ազատագրական պայքարի խորհրդանիշ։ Դա վկայություն է, որ այս շրջադարձային պահին մենք որպես ազգ կարծես թե մտադիր ենք արժևորել և պաշտպանել մեր ընդհանուր ժառանգությունը՝ նոր թափով և վճռականությամբ:
Մենք պետք է պատասխանատվություն ստանձնենք մեր Սահմանադրության պահպանման և պաշտպանության համար՝ որպես մեր պետականության և ազգային ինքնության հիմնաքար։ Սա մարտահրավեր է մեզանից յուրաքանչյուրի համար։
Սահմանադրությունը կենդանի փաստաթուղթ է՝ ազատության, հավասարության և արդարության մեր ընդհանուր ցանկությունների խորհրդանիշը։
Թո՛ղ Սահմանադրության օրը մեզ համար դառնա ոչ միայն հիշեցում մեր նախնիների հանդեպ մեր պարտքի մասին, այլ նաև՝ դեպի ապագա տանող փարոս, որտեղ այս օրը կնշվի որպես իսկական ազգային տոն՝ համախմբելով մեզ բոլորիս ընդհանուր նպատակների և իդեալների շուրջ»։
