«Քաղաքացիական պայմանագիրն» ու գործադիր իշխանությունն ամառային արձակուրդներին զուգահեռ որոշել են նոր թափով սկսել արշավը ՏԻՄ-երի դեմ՝ իշխանությանը ոչ հավատարիմ համայնքապետերին հեռացնելու համար։

2022 թ. ընտրություններից հետո, երբ Փաշինյանի թիմը պարտություն կրեց մի շարք համայնքներում, կարծիքներ էին շրջանառվում, թե վարչախումբն անհնազանդներին ու իրենց թիմի հետ կապ չունեցողներին ճնշելու է, աշխատանքի անտանելի պայմաններ է ստեղծելու, կամ էլ ստիպելու է անցնել Փաշինյանի թրի տակով։

Շատերը, չդիմանալով իշխանության ճնշմանը կամ դոտացիաների գայթակղությանը, սկսել էին համագործակցել վարչախմբի հետ։ Հատկապես, Սյունիքում, որտեղ համայնքապետերի մի մասն ընդդիմադիր էր, մարզպետ Ռոբերտ Ղուկասյանին հաջողվել էր իր ձեռքը վերցնել իշխանությունը, նախկինում էլ Փաշինյանին «սյունյաց ողջույններ» հղողներին դարձնել ձեռնասուն քաղաքապետեր։

Այդ հանգամանքը Փաշինյանը պարբերաբար ցուցանում էր թիմակիցներին, ասում, թե պետք է աշխատել Սյունիքի մարզպետի պես։ Բագրատ արքեպիսկոպոս Գալստանյանի շարժումը խառնել է իշխանության խաղաքարտերը, Սյունիքի և ոչ միայն, համայնքապետերը սկսել են ավելի ինքնուրույն դառնալ, հակադրվել իշխանություններին, մի քանիսն էլ անձամբ են դիմավորել Բագրատ Սրբազանին՝ մարզեր այցելելիս։

Արդյունքում, Ռոբերտ Ղուկասյանի հեղինակությանը լուրջ հարված է հասցվել, իսկ գազազած Փաշինյանն էլ ուժայիններին և թիմակիցներին հանձնարարել է նոր մեթոդներ գտնել անհնազանդ համայնքապետերին հեռացնելու համար։
