Հարգելի՛ գործընկերներ,

Խոսելու եմ Հայաստանում Մարդու իրավունքերի և ժողովրդավարության մանատեքստում

Անվտանգային մշտական մարտահրավերների, ինչպես նաև ներազգային պառակտվածության մթնոլորտում Հայաստանը բախվում է կառավարման ավտորիտար ռեժիմի շարունակական հաստամնան հետ։

Մի շարք միջազգային իրավապաշտպան կազմակերպություններ արձանագրել են Հայաստանում ժողովրդավարության անկման մասին՝ շեշտելով ոստիկանական ապօրինի գործողությունները, բռնություններն ու խոշտանգումները, ընդդիմադիրների նկատմամբ անօրինական քրեական հետապնդումները, խորհրդարանական և համայնքային ընդդիմադիր ընտրված ղեկավար անձանց պաշտոնանկությյունները, որոնք վկայում են իշխող ուժի կողմից իշխանության յուրացման և կենրոնացման մասին:

Ընդդիմադիր քաղաքական գործիչների նկատմամբ շինծու գործերով հետապնդումներն ու քաղաքական բռնաճնշումները դարձել են իրականացումը սովորական գործելոճ։ Ըննդդիմադիր հայացքների համար ՀՀ հարյուրավոր քաղաքացիներ են ապօրինաբար բանտարկվել, նրանցից շատերը միջազգայնորեն ընդունված չափանիշների համաձայն քաղաքական բանտարկյալներ են։

Իշխանության կողմից ոտնահարվում են Ժողովրդավարական պետության առանցքային ինստիտուտները։ Ատելության խոսքն ու բացահայտ թշնամանքն օգտագործվում են լռեցնելու նրանց, ովքեր համարձակվում են ընդդիմանալ ռեժիմին:
Դատական համակարգի անկախության վերաբերյալ խորը մտահոգություններ է հայտնել նաև Դատավորների Եվրոպական Միությունը:

Չնայած տասնյակ հաղորդումներին և արձանագրված փաստերին, ոչ մի ոստիկան քրեական պատասխանատվության չի ենթարկվել: Մենք անգամ ականատես ենք եղել ընդդիմադիր պատգամավորի հետ կապված իրողության, երբ ԱԺ պատգամավոր տասնյակ ոստիկանների կողմից դաժան ծեծի է ենթարկել իր կուսակցության գրասենյակի դիմաց։

Լայնամասշտաբ վերջին խաղաղ հանրահավաքի ժամանակ ոստիկանությունն անիրավաչափ ուժ և հատուկ միջոցներ կիրառեց խաղաղ ցուցարարների նկատմամբ, կրկնում եմ՝ ԽԱՂԱՂ ՑՈՒՑԱՐԱՐՆԵՐԻ ՆԿԱՏՄԱՄԲ, որի հետևանքով վիրավորում և բեկորային վնացվածքներ ստացան հարյուրից ավելի ցուցարարներ, այդ թվում՝ 10 լրագրողներ։ Ոմանք հետագա կենսունակության հետ կապված խնդիրներ ունեցան։

Հայաստանի Կառավարության գլխի կողմից խրախուսվող ոստիկանական բռնությունները Մարդու հիմնարար իրավունքների և միջազգային չափանիշների բացահայտ ոտնահարման ոտնահարում են, որոնք սպառնալիք են զարգացման ժողովրդավարական ուղին ընտրած հայ ժողովրդին։

Հարգելի գործընկերներ,

Կոչ եմ ուղղում ձեզ՝ դատապարտել Հայաստանում ժողովրդավարության շարունակական անկումը և համերաշխություն հայտնել իրավական պետություն պետություն կառուցելու Հայաստանի քաղաքացիների հավատարմությանը։

Եզրափակելով՝ դիմում եմ ԵԱՀԿ ԽՎ Մարդու իրավունքների հարցերով զեկուցողին և առաջարկում այցելել Հայաստան, տեղում ուսումնասիրել իրավիճակն ու կատարել համապատասխան հետևություններ»։
