168.am-ի հետ զրույցում ՀՀ ԶՈՒ գլխավոր շտաբի նախկին պետ, նախկին գլխավոր ռազմական տեսուչ, գեներալ-գնդապետ Մովսես Հակոբյանն ասաց, որ Տավուշում ո՛չ սահմանային սյուները, ո՛չ փշալարերը, ո՛չ էլ սահմանապահները չեն կարող ապահովել խաղաղություն։
«Երկրի անվտանգությունն ապահովում է երկրի քաղաքական իշխանությունը և երկրի Զինված ուժերը։ Մնացած ամեն ինչ՝ դիրքը, բունկերը, սահմանային սյունը, որևէ բան չեն անում, մասնավորապես՝ Ադրբեջանի դեպքում։ Այդ ամենն ընդամենն օգնում է իշխանություններին ու Զինված ուժերին՝ անվտանգությունն ապահովելու հարցում։
Թե այսօր ՀՀ իշխանությունը որքանո՞վ է ապահովում մեր երկրի անվտանգությունը, սրա վերաբերյալ վաղուց եմ կարծիքս հայտնել ու այդ կարծիքը մնում է անփոփոխ՝ սա կործանարար իշխանություն է»,- նշեց Մովսես Հակոբյանը։
Ըստ Մովսես Հակոբյանի, այսօր բոլորի համար էլ պարզ է, թե ինչ է տեղի ունենում Տավուշում, հետևաբար՝ խաղաղության մասին խոսք անգամ լինել չի կարող։
Ի դեպ, այս տարի ապրիլի 19-ին ՀՀ Արտգործնախարարությունը հաղորդագրություն տարածեց ՀՀ և ԱՀ սահմանին նույն օրը տեղի ունեցած երկու երկրների միջև պետական սահմանի սահմանազատման և սահմանային անվտանգության հարցերով հանձնաժողովների ութերորդ հանդիպման ընթացքում ձեռք բերված պայմանավորվածությունների մասին: Դրանցից մեկով պայմանավորվածություն է ձեռք բերվել՝ ավարտին հասցնել երկու պետական հանձնաժողովի համատեղ գործունեության մասին կանոնակարգի նախագծի համաձայնեցման շուրջ աշխատանքները մինչև 2024թ. հուլիսի 1-ը և մեկնարկել դրա ներպետական համաձայնեցման ու հաստատման գործընթացը:
Այսինքն՝ առավելագույնը երկու օրից պետք է պատրաստ լինի կանոնակարգի նախագիծը: Եթե փաստաթուղթը միջպետական է, ապա ամենայն հավանականությամբ այն պետք է վավերացնի տվյալ երկրի խորհրդարանը: Սակայն բոլորովին վերջերս Ադրբեջանի գործող խորհրդարանն արձակվեց և երկրի նախագահի կարգադրությամբ արտահերթ խորհրդարանական ընտրություններ նշանակվեց այս տարվա սեպտեմբերի 1-ին: Այսինքն, եթե անգամ կանոնակարգի նախագիծը պատրաստ է, վստահաբար դեռ մի քանի ամիս ադրբեջանական կողմն այն վավերացնել չի կարող:
