Եվրամիության երկրների ղեկավարները հայտարարել են, որ Վրաստանի՝ ԵՄ-ին միանալու գործընթացը դե ֆակտո կասեցվել է՝ երկրում ընդունված, այսպես կոչված, «օտարերկրյա գործակալների մասին» օրենքի պատճառով։ Այս օրենքը շեղում է հանդիսանում Եվրահանձնաժողովի առաջարկներից՝ Վրաստանին ԵՄ թեկնածուի կարգավիճակ տրամադրելու վերաբերյալ, ասվում է Բրյուսելում կայացած գագաթնաժողովի արդյունքներով հայտարարության մեջ։ Այս մասին գրում է dw.com-ը:
Փաստաթուղթը կոչ է անում վրացական իշխանություններին «շրջել ներկայիս ընթացքը, որը վտանգում է Վրաստանի ուղին դեպի ԵՄ և դե ֆակտո հանգեցնում է անդամակցության գործընթացի դադարեցմանը»:
Վրաստանը Եվրամիությանն անդամակցելու թեկնածու երկրի կարգավիճակ է ստացել 2023 թվականի դեկտեմբերին։ Այս շաբաթվա սկզբին ԵՄ արտաքին գործերի և անվտանգության քաղաքականության գերագույն ներկայացուցիչ Ժոզեպ Բորելը հայտարարել էր, որ ԵՄ-ն կարող է քննարկել կարգավիճակը չեղարկելու հարցը:
Հունիսի սկզբին ուժի մեջ է մտել «Օտարերկրյա ազդեցության թափանցիկության մասին» օրենքը, որը վրացական ընդդիմությունն անվանում է «օտարերկրյա գործակալների մասին» ռուսական օրենքի կրկնօրինակը։ Վրաստանի խորհրդարանի նախագահ Շալվա Պապուաշվիլին այն ստորագրել է հունիսի 3-ին՝ չնայած քաղաքացիների և ընդդիմության լայնածավալ բողոքներին, ինչպես նաև նախագահ Սալոմե Զուրաբիշվիլիի վետոյին, որը հաղթահարվել է «Վրացական երազանք»-ի պատգամավորների կողմից։
Օրենքն ուժի մեջ մտնելուց հետո Վրաստանի արդարադատության նախարարությունը պետք է 60 օրվա ընթացքում մշակի բոլոր կանոնակարգերը և ստեղծի էլեկտրոնային պորտալ, որտեղ օտարերկրյա աղբյուրներից ֆինանսավորման ավելի քան 20 տոկոս ստացող հասարակական կազմակերպությունները պետք է գրանցվեն որպես օտարերկրյա տերության շահերը հետապնդող կազմակերպություն:
