Հանձնարարել են նոր Սահմանադրություն մշակել

Վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը հանձնարարել է նոր Սահմանադրության նախագիծ մշակել և մինչև 2026 թվականի դեկտեմբերի 30-ը հաստատել։ Մինչ այս որոշումը, դեռ 2022-ին ձևավորված Սահմանադրության բարեփոխումների խորհուրդը մշակում էր սահմանադրական փոփոխությունների նախագիծ։ 

Հայեցակարգի նախնական տարբերակն այս տարվա հունվարին ուղարկել էին կառավարություն։ Հիմա Փաշինյանը հանձնարարել է նոր Սահամանադրություն մշակել, ընդ որում որոշման մեջ հատուկ գրված է նոր Սահամանադրություն ձևակերպումը, սահամնադրական փոփոխությունների փոխարեն։

Փաշինյանը սահամանադրական փոփոխություններ նախաձեռնում է Ադրբեջանի պահանջներին զուգահեռ։ Երեկ, Ադրբեջանի արտգործնախարարությունը պատասխանելով Հայաստանի ԱԳՆ-ին, հայտարարել է, թե մինչև Հայաստանի Սահմանադրությունը չփոխվի, որևէ խաղաղության պայմանագրի մասին խոսելն անիմաստ է, փորձում են համոզել, թե Սահամանադրության փոփոխությունը Հայաստանի ներքին գործն է, Ադրբեջանը շարունակում է առաջ մղել իր իսկ պահանջները, ընդ որում նոր Սահմանադրություն մշակելու՝ Փաշինյանի հանձնարարությունն անակնկալ է եղել սահամանադրական փոփոխությունների խորհրդի համար, որը տարիներ շարունակ զբաղվում է այդ փոփոխություններով։

Եթե խորհրդում և համապատասխան կառույցներում ընդգրկված պետական պաշտոնյաների համար դա անակնկալ չի եղել, ապա իրավապաշտպանների տարբեր մասնագետների համար նորություն է, ընդ որում ուշագրավը մինչև 2026 թվականի դեկտեմբերի 30-ն արված նշումն է, ինչը ավելի շուտ Նիկոլ Փաշինյանի համար դեմքը փրկելու տարբերակ է, համոզելու, որ սահմանադրության փոփոխությունն իրականացվում է ոչ Ադրբեջանի պահանջով։ Հանձնաժողովը, ըստ մեր աղբյուրների, շատ ավելի շուտ է պատրաստելու նոր Սահմանադրության մշակումը և առաջին իսկ հնարավորության դեպքում այն դնելու են հանրաքվեի։

Չի բացառվում, որ այդ սահմանադրական փոփոխությունների հանրաքվեն լինի արդեն այս տարի՝ Եվրամիության անդամակցության հանրաքվեի, ինչպես նաև խորհրդարանական արտահերթ ընտրությունների հետ։
