Երկխոսությունն առանցքային նշանակություն ունի մարդու իրավունքների պաշտպանության և խթանման պատշաճ համակարգ ունենալու տեսանկյունից. Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը հունիսի 17-ին մասնակցել է «Քաղաքացիական հասարակության ներգրավումը Հայաստանի բարեփոխումների օրակարգում» թեմայով համաժողովին և հանդես եկել ողջույնի խոսքով։
Պաշտպանը նշել է, որ նման հարթակները հնարավորություն են ընձեռում ունենալու մարդու իրավունքներին վերաբերելի տարբեր հարցերի հետ կապված պատշաճ երկխոսություն։
«Մարդու իրավունքների պաշտպանության պատշաճ համակարգ ունենալու տեսանկյունից անհրաժեշտ է, որպեսզի քաղաքացիական հասարակության և պետական մարմինների միջև լինի երկխոսություն։ Պետք է լսելի լինի այն անձանց ձայնը, ովքեր անձամբ են տեսնում խնդիրները և արձանագրում դրանք»,- ասել է Պաշտպանը։
Անահիտ Մանասյանն անդրադարձել է նաև մարդու իրավունքների վերաբերյալ կրթությանը՝ արձանագրելով, որ Հայաստանում այն ունի լուրջ վերափոխման անհրաժեշտություն։
«Մարդու իրավունքների կրթության համակարգն ունի համապարփակ վերափոխման անհրաժեշտություն։ Ավելին, կարևոր է նաև, որպեսզի պետական մարմինների աշխատակիցները տարբեր ոլորտների հետ կապված պարբերաբար վերապատրաստումներ անցնեն», ֊ նշել է Պաշտպանը։
Անահիտ Մանասյանն ընդգծել է նաև քաղաքացիական հասարակության վերահսկողական գործառույթի կարևորությունը` առանցքային համարելով այն, որպեսզի պետությանը մշտապես լսելի լինի քաղաքացիական հասարակության ներկայացուցիչների ձայնը։ Պաշտպանը խոսել է նաև ՄԻՊ առընթեր հասարակական խորհուրդների դերակատարության մասին, որոնք ընդգրկում են տարբեր ոլորտներում գործունեություն ծավալող քաղաքացիական հասարակության ներկայացուցիչների և անկախ փորձագետների։
Ողջույնի խոսքով հանդես են եկել նաև Հայաստանում Եվրոպական միության պատվիրակության քաղաքական և մարդու իրավունքների հարցերով պատասխանատու Մարիա Պապամիխայիլը, Շվեդիայի զարգացման համագործակցության հարցերով ղեկավար, փոխդեսպան Կլաս Վալդենստրյոմը և ԵՀՀ գլխավոր տնօրեն Գևորգ Տեր-Գաբրիելյանը։
Միջոցառման նպատակն էր համախմբել Երևանում և ՀՀ մարզերում գործող հասարակական կազմակերպություններին, Կառավարության ներկայացուցիչների հետ միասին քննարկելու Հայաստանի ընթացիկ բարեփոխումների օրակարգը:
«Քաղաքացիական հասարակության զարգացման ազդեցության ընդլայնում» ծրագիրն իրականացվում է Եվրասիա համագործակցություն հիմնադրամի կողմից` Շվեդիայի կառավարության աջակցությամբ։
