Հայաստանը չի ստորագրել Շվեյցարիայում, Ուկրաինային նվիրված համաժողովի ամփոփիչ հռչակագիրը։ Համաժողովին մասնակից 91 երկրներից հռչակագիրը ստորագրել են միայն 80-ը, Հայաստանը, Բրազիլիան, Հնդկաստանը, Սաուդյան Արաբիան, Սլովակիան, այլ պետություններ հրաժարվել են ստորագրել։

Համաժողովին Հայաստանից մասնակցել էր ավտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը, ով նաև հանդիպումներ է ունեցել Ուկրաինայի արտգործնախարար Դմիտրի Կուլեբայի, ԱՄՆ նախագահի ազգային անվտանգության հարցերով խորհրդական Ջեյք Սալիվանի հետ, իսկ համաժողովի ընթացքում նստած է եղել ԱՄՆ փոխնախագահ Քամալա Հարիսի կողքին, բայց այդ ամենը չի խանգարել, որպեսզի Հայաստանը չստորագրի համաժողովի հռչակագիրը, պատճառը մինչ այս գործող վարչախումբը չի մանրամասնել, չի տեղեկացրել, թե ինչո՞ւ է Հայաստանը հրաժարվել ստորագրություն դնելուց, ո՞րն է պատճառը և ո՞ր ձևակերպումն է խնդրահարույց համարում։

Բնականաբար հանձնաժողովն ուղղված էր Ռուսաստանի դեմ և համաժողովին մասնակցությունը, ինչպես նաև այլ քայլեր հենց հակառուսական, ոչ բարեկամական դրսևորումներ էին դիտարկվելու, ուստի սեփական հակառուսականության ծիրում փաշինյանական վարչախումբն անգամ որոշակի ողջամտության դրսևորումներ է ցուցաբերում՝ փորձելով մինչև վերջ չսրել հարաբերությունները Մոսկվայի հետ։

Անվտանգության խորհրդի քարտուղարն ի դեպ նաև հրաժարվել է համաժողովին ելույթ ունենալու հնարավորությունից՝ այդ մասին հայտարարել են արևմտյան լրատվամիջոցները։

Մեծ հավանականությամբ ո՛չ գործող վարչախումբը, ո՛չ նրա անվտանգության խորհրդի քարտուղարը չեն էլ մեկնաբանելու թե ո՞րն էր իրենց մասնակցության, ապա և՝ հռչակագիրը չստորագրելու բուն պատճառը։ Մի բան ակնհայտ է, որ գործող վարչախումբն ինքնասպանների խմբակ չէ և հրաշալի հասկանում է, թե որտեղից կարող է վտանգ սպառնալ իրեն։
