Իշխող վարչախումբը սկսել է դիմել կոշտ բռնաճնշումների՝ զանգվածային ձեռբակալություններ, արեւանգումներ, անհնազանդություն հայտնող անձանց հանդեպ անօրինական գործողություններ եւ այլն։

Հասկանալի է, որ,

1. արդեն չունենալով հանրային աջակցություն, իշխանությունը կարող է հենվել միայն ոստիկանության վրա,

2. չունենալով երկրի ներսում աջակցություն, ստիպված է հենվել մի որեւէ արտաքին գերխաղացողի վրա, երկրի շահերը հանելով աճուրդի։

Ընդդիմության ձեռնարկած փողոցային մի քանի ընդվզումների տապալումը (այլ հարց, թե որքանով էին դրանք գրագետ կառավարվում) եւ խորհրդարանական ընդդիմության ստորացումները հանգեցրել են նրան, որ Հայաստանում պայքարը կորցնում է իր քաղաքական ընթացքը։

Նմանատիպ վիճակներում եղած երկրների փորձը ցույց է տալիս, որ, լավ, կամ վատ, քաղաքական պայքարի վարկաբեկումը հանրության գիտակցության մեջ, ծնում է տեռորիզմ։

Տեռորի (փոխադարձ) ծնվում է հետեւյալ դեպքերում.

- երբ քաղաքական պայքարը դառնում է անհնարին ու անիմաստ,

- երբ հանրության մոտ առաջանում է այն զգացողությունը, որ գործող իշխանությունը ծառայում է արտաքին շահերին, այսինքն իրենից ներկայացնում է օկուպացիոն ռեժիմ։

Երկրները կայուն են այն ժամանակ, երբ կա քաղաքական համակարգ՝ կառավարող եւ ընդդիմադիր, որոնք արտահայտում են հանրության տրամադրությունները։ Երբ ընդդիմությունը դառնում է ոչինչ, ուրեմը սեղմված է վատթարագույն զարգացումների ժամացույցի կոճակն, անկառավարելի դրսեւորումներով։
