Ըստ մասնագետների՝ աշխարհում խաղաղ ցուցարարներին նման ծավալի բեկորային վնասվածքներ հասցնելու դեպքեր գրեթե չեն եղել․ Զաքարյան

Երեկ Բաղրամյան պողոտայում, խաղաղ ցուցարարների, այդ թվում կանանց և երեխաների դեմ ՀՀ ոստիկանության կիրառած հատուկ միջոցների (Զարյա-3, ՌԳԵ-60ՍԴ կամ այլ) արդյունքում բազմաթիվ անձիք ստացել են բեկորային տարբեր աստիճանի վնասվածքներ, այրվածքներ, և անդամահատում:
 
Մասնագետները պնդում են, որ համաշխարհային ոստիկանական պրակտիկայում, խաղաղ ցուցարարներին նման ծավալի բեկորային վնասվածքներ հասցնելու դեպքեր գրեթե չեն եղել:
 
Տեղի ունեցածից կարելի է ենթադրել, որ հատուկ միջոցներ (հնարավոր է նաև ժամկետանց) կիրառած ոստիկանները (կամ դրանցից ոմանք) ամենայն հավանականությամբ չեն անցել այդ միջոցները քաղաքացիական անզեն անձանց դեմ կիրառելու հատուկ դասընթաց, հետևաբար չունեն նաև կիրառման համապատասխան հավաստագրեր և իրավազորություն:
 
Ինչպե՞ս որակել այն ոստիկանի կամ ոստիկանության գործողությունը, եթե պարզվի, որ առանց իրավասության և առանց համապատասխան պատրաստություն անցնելու, կիրառել է (են) հատուկ միջոցներ՝ բազմաթիվ մարմնական վնասվածքներ հասցնելով անմեղ հայրենատեր մարդկանց:
 
Ոստիկանության միակ հասկանալի արդարացումն այն կլինի, եթե խոստովանի, որ իրենց շարքերում ներդրվել են հայ ոստիկանության և հայ ժողովրդի հետ կապ չունեցող օտար վարձկաններ, որոնք հենց վնասելու նպատակով են գնացել այդ մարդատյաց հրամանի կատարմանը:
