Օդանավակայաններում ուղեբեռների զննման համար նորագույն տեխնոլոգիաներ կներդրվեն. նախագիծ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն ու Քաղաքացիական ավիացիայի կոմիտեն համատեղ նախագիծ են մշակել, որով առաջարկում են լրացումներ և փոփոխություններ կատարել կառավարության 2004 թ. մայիսի 27-ի N 944-Ն որոշման մեջ:

«Հայաստանի Հանրապետության օդանավակայաններում ավիացիոն անվտանգության հսկողության կազմակերպման և իրականացման կարգը հաստատելու մասին» N 944-Ն որոշման մեջ փոփոխություններ և լրացումներ կատարելու մասին» կառավարության որոշման նախագծի ընդունման անհրաժեշտությունը պայմանավորված է Միջազգային քաղաքացիական ավիացիայի կազմակերպության (ԻԿԱՕ) թիվ 17 «Անվտանգություն, միջազգային քաղաքացիական ավիացիայի պաշտպանությունն անօրինական միջամտության ակտերից» նոր 12-րդ խմբագրությամբ սահմանված (կետ 2.5) պայմանների ներդրմամբ, ինչպես նաև Հայաստանի օդանավակայաններում ուղեբեռների արագ և որակյալ սպասարկման ապահովման նպատակով նորագույն տեխնիկական լուծումների և ուղեբեռների զննման նորագույն անվտանգության համակարգերի կիրառմամբ, որը հնարավորություն կտա ավիացիոն անվտանգության ապահովման աշխատանքներում ներդնել նորագույն տեխնոլոգիաներ ու նորարարական գործընթացներ և ապահովել դրանց գործառնական ընթացակարգերի իրականացումը։

Ներկայում օդանավակայանների հատուկ վերահսկելի գոտի մուտքի հսկողության ընթացակարգերը իրականացվում են աշխատակիցների անցագրերի նույնականացման միջոցով, իսկ ուղեբեռների զննման գործընթացում կիրառվող «Rapiscan MVXR 5000» տիպի զննման սարքավորումը հնարավորություն է տալիս ուղեբեռների զննման ընթացքում 70 տոկոսով ապահովել ավիացիոն անվտանգության անհրաժեշտ պահանջները, իսկ 30 տոկոսն ապահովվում է ուղեբեռների կրկնակի զննման և դիտողական զննման ընթացակարգերի միջոցով:

Սակայն 2022-2023 թվականների ընթացքում ուղևորափոխադրումների աճի հետ կապված անհրաժեշտություն է առաջացել ներդնել ու կիրառել նորագույն տեխնոլոգիաներ և նորարարական գործընթացներ, այդ թվում՝ մուտքի հսկողության բիոմետրիկական սարքավորումներ և «Rapiscan RTT110» տիպի ուղեբեռների զննման նոր սերդի սարքավորում, որն կապահովի ուղեբեռների 98 տոկոսի զննում, իսկ 2 տոկոսի զննումը, որը սարքավորումը ավտոմատ կուղարկի զննման երկրորդ փուլ, կիրականացվի առանձին սարքավորմամբ զննման և դիտողական զննման ընթացակարգերի կիրառման միջոցով, ինչը հնարավորություն կտա օդանավակայաններում ապահովել ուղեբեռների արագ զննման ընթացակարգեր՝ լիարժեք պահպանելով ԻԿԱՕ-ի կողմից սահմանված չափորոշիչները։

Հայաստանի Հանրապետության կառավարության այս որոշման ընդունումը կնպաստի օդանավակայաններում ավիացիոն անվտանգության ապահովման աշխատանքներում նորագույն տեխնոլոգիաների ներդրմանն ու կիրառմանը, կարագացնի ուղեբեռների սպասարկման գործընթացները և կբարձրացնի օդանավակայաններում ավիացիոն անվտանգության մակարդակը։ Նախագծի ընդունմամբ լրացուցիչ ֆինանսական միջոցների և պետական բյուջեի եկամուտներում և ծախսերում փոփոխությունների անհրաժեշտություն չկա:
