Ցանկացած բնույթի իշխանության գոյատևման համար անհրաժեշտ է բնակչության հետ համագործակցություն: Բնակչության հետ համագործակցությունն է հանդիսանում իշխանության ուժի հիմնական աղբյուրը: 
Ցանկացած իշխանություն հենվում է ժողովրդի կողմից իր լեգիտիմության ընդունման վրա: Ի դեպ, լեգիտիմություն տերմինը ևս մեր երկրում սխալ գործածություն ունի: Գոյություն ունեն լեգիտիմության տարբեր տեսակներ, և այստեղ գործածվող լեգիտիմության տեսակը լեգալ լեգիտիմությունն է, որը ենթադրում է մի իրավիճակ, երբ իշխանությունը ժողովրդի շրջանում ստեղծում է այնպիսի վստահություն, որի պարագայում ժողովուրդն իր բարոյական պարտքն է համարում ենթարկվել նրանց: Նմանատիպ լեգիտիմության ձևավորման պարագայում մեծանում են իշխանության վերարտադրությանն անհրաժեշտ աղբյուրները և հզորությունը:
Մարդկային անհրաժեշտ ռեսուրսները ևս հանդիսանում են իշխանության ուժի հիմնական աղբյուրները: Այս պարագայում իշխանությունը կարևորում է իր հետ համագործակցող և իրեն աջակցող անհատների և խմբերի առկայությունը: Մարդկային անհրաժեշտ ռեսուրսների պարագայում կարևորվում է նաև նրանց ունեցած գիտելիքների և հմտությունների առկայությունը, որոնք անհրաժեշտ են իշխանությանը՝ առանձին գործողություններ իրականացնելու համար: Հարկ է նշել, որ թե՛ մարդկային անհրաժեշտ ռեսուրսների առկայությունը, թե՛ սեփական լեգիտիմության ընդունմանը հասնելը ամբողջությամբ բխում են բնակչության՝ իշխանության հետ համագործակցությունից: Հակառակ հանրային ընկալումներին՝ նույնիսկ ամբողջատիրական բռնապետությունները կախված են այն ժողովրդից և հասարակություններից, որոնց կառավարում են, և հաճախակի նմանատիպ վարչակարգերը գոյատևում են միայն այն պարզ պատճառով, որ տվյալ հասարակությունն ու ժողովուրդը թերագնահատում է իր դերը:
