ՀԱՊԿ-ը կվերանայի 2024-ի բյուջեն, քանի որ ՀՀ-ն հրաժարվում է վճարել հաշվարկված վճարը․ ՌԴ ԱԳՆ

Հաշվի առնելով, որ Հայաստանի ղեկավարությունը հրաժարվել է վճարել հաշվարկված վճարը, հարկավոր է ՀԱՊԿ-ի ընթացիկ տարվա բյուջեի ճշգրտում անել։ Այս մասին ՌԻԱ Նովոստիին հայտնել են ՌԴ ԱԳՆ-ից:

«Այժմ մշակվում է Հավաքական անվտանգության խորհրդի որոշման համապատասխան նախագիծը»,– նշել են ՌԴ արտաքին քաղաքական գերատեսչությունում՝ հավելելով, որ ներդրումների վերաբաշխման մասին խոսք չկա։

Գերատեսչությունում պարզաբանել են, որ ՀԱՊԿ քարտուղարությունը և ՀԱՊԿ միացյալ շտաբը կրճատել են ծախսային մասը Երևանի կողմից իր աշխատակիցներին քվոտային պաշտոններում չնշանակելու հաշվին: Քարտուղարությունը նաև կօգտագործի առկա պահուստները՝ աշխատանքը բնականոն ռեժիմով շարունակելու համար։

Այնուամենայնիվ ՌԴ արտգործնախարարությունից հայտնել են՝ Մոսկվան ելնում է նրանից, որ Երևանը պահպանում է ֆինանսական պարտավորությունները. «Ամեն դեպքում մենք ելնում ենք նրանից, որ Երևանը պարտավոր է կատարել ֆինանսական պահանջները՝ համաձայն Կազմակերպության կանոնադրության և ՀԱՊԿ անդամ երկրների ղեկավարների կողմից հաստատված այլ փաստաթղթերի»:

ՌԴ ԱԳՆ-ում ընդգծել են, որ միջազգային կազմակերպությունների ֆինանսական կարգապահությունը պահպանվում է անկախ կողմերից մեկի՝ անդամակցությունը կասեցնելու կամ դադարեցնելու ցանկությունից:

Մեկնաբանելով իրավիճակը՝ ՌԴ ԱԳՆ-ում շեշտել են, որ սա բնավ առաջին անգամը չէ, որ Երևանը հայտարարում է ՀԱՊԿ-ին իր անդամակցությունը սառեցնելու և ֆինանսավորումը դադարեցնելու մասին։

Նշենք, որ ավելի վաղ ՀՀ ԱԳՆ մամուլի քարտուղար Անի Բադալյանը հայտարարել էր, որ Երևանը մտադիր է ձեռնպահ մնալ ՀԱՊԿ Հավաքական անվտանգության խորհրդի 2023 թվականի նոյեմբերի 23-ի «ՀԱՊԿ 2024 թվականի բյուջեի մասին» որոշմանը միանալուց և կազմակերպության գործունեության ֆինանսավորմանը մասնակցելուց:
