Իրանագետ Վարդան Ոսկանյանն իր տելեգրամի ալիքում գրել է.

«Ինչո՞ւ է Բաքվի բարբարոսական վարչախմբի պարագլուխը ցանկանում, որպեսզի փոփոխվի ՀՀ սահմանադրությունը, լուծարվի ԵԱՀԿ Մինսկի խմբի համանախագահությունը և Հայաստանը ներողություն խնդրի Խուջալուի, իբր, «ցեղասպանության» համար։

Սրանք ավելի շատ ունեն պատճառներ, որոնք թաքնված են արհեստածին Ադրբեջանական Հանրապետության համար վտանգ ներկայացնող ներքին խորքային խնդիրերի մեջ։

Իսկ այդ խնդիրներից հիմնականը, որքան էլ պարադոքսալ թվա, այս արհեստածին կազմավորման հետագա գոյության հարցն է ներքին ճգնաժամերի պայմաններում։

Ինչպես ցանկացած բռնապետական և անձնակենտրոն համակարգ, արհեստածին Ադրբեջանը ևս խիստ խոցելի է, եթե այդ համակարգի պարագլխի իշխանությունը սասանվի կամ փլուզվի, դիցուք, դա ժառանգորդին փոխանցելու անհաջող գործողության, գունավոր հեղափոխության, թուրքական ազդեցության տակ գտնվող ադրբեջանական ռազմաքաղաքական վերնախավերի հեղաշրջման կամ իրանամետ շիայական ժողովրդական խմբերի ընդվզման արդյունքում։ 

Բոլոր այս սցենարներն արհեստածին Ադրբեջանի պարագայում այս կամ այն չափով իրատեսական են, և Բաքվի բռնապետն ամենալավն է գիտակցում, որ եթե դրանց էլ գումարվի հայկական գործոնն՝ այն էլ արտաքին աջակցության պայմաններում, ապա այժմ իր ղեկավարած քաղցկեղային գոյացությունը հետագա կենսունակությունը պահպանելու լրջագույն խնդիր կունենա։

Հետևաբար, ըստ նրա՝ պետք է մեկընդմիշտ փակել արցախյան խնդրի էջը՝ վերացնելով դրա հետագա արծարծման հայկական օրենսդրական հիմքը՝ ՀՀ Սահմանադրության գործիքակազմով և միջազգային հարթակը՝ ի դեմս ԵԱՀԿ Մինսկի խմբի եռանախագահության, մի կողմից, իսկ մյուսից՝ Հայաստանին խարանել չեղած «ցեղասպանության»  իրականացնողի պիտակով՝ ենթարկելով լիակատար միջազգային անվանարկման»։
