«Փաստ» օրաթերթը գրում է.

Ինչպես հայտնի է, օրեր առաջ տեղացած հորդառատ անձրևների հետևանքով Լոռու և Տավուշի մարզերում արտակարգ իրավիճակ է առաջացել։ ՀՀ կառավարության որոշմամբ մի շարք համայնքներ հայտարարվել են «աղետի գոտի»: «Փաստ» թերթի տեղեկություններով, աղետի առաջին իսկ ժամերին տարբեր պաշտոնական խողովակներով Հայաստանին օգնության առաջարկ է արվել Ռուսաստանի Դաշնությունից: Ավելին, նախ՝ ՌԴ պաշտպանության նախարարությունը հայտարարությամբ հանդես եկավ՝ տեղեկացնելով, որ հայկական կողմից դիմելու դեպքում ՌԴ ԶՈՒ միջոցները և ուժերը 102-րդ ռազմաբազայից անհապաղ կուղարկվեն տարերային աղետի գոտիներ:

Ապա և ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան հայտարարեց, որ Ռուսաստանը պատրաստ է օգնել Հայաստանին ջրհեղեղից տուժած տարածքների վերականգնման հարցում: Սակայն, մեր աղբյուրների փոխանցմամբ, Հայաստանը մերժել է այնպիսի աջակցությունը, որը կարող է ենթադրել ռուսական կողմի անմիջական ներկայություն աղետի գոտում: Մեր տեղեկություններով, Ռուսաստանում ՀՀ դեսպանը, ՀՀ ԱԳՆ-ի հետ խորհրդակցելով, ռուս գործընկերներին տեղեկացրել է, որ Հայաստանն ինքը գլուխ կհանի և Ռուսաստանի օգնության կարիքը չի զգում:

Ռուսական որոշ փորձագետներ երեկ արդեն կարծիք էին հայտնում, որ նման մերժումը պայմանավորված է ոչ միայն Ռուսաստանի հետ Հայաստանի իշխանությունների կողմից վարվող քաղաքականությամբ, այլև այն հանգամանքով, որ Հայաստանում գործող ամերիկյան բիոլաբորատորիաներից առնվազն մեկը գտնվում է աղետի գոտում և զգալի վնասներ է կրել: Ուստի, ըստ փորձագետների, ամերիկացիների համար ցանկալի չէր լինի, որ ռուսները այդ հատվածում հայտնվեն:
