Այսօր ՀՀ արտաքին գործերի նախարարության դիմաց տեղի ունեցած և որևէ ձևով չարդարացված ոստիկանական բռնություններն անպատվաբեր են ոչ միայն ներքին գործերի նախարարության համակարգի, այլև հայկական դիվանագիտական անձնակազմի համար։ Հայ դիվանագետները երբևէ սեփական ժողովրդից պաշտպանվելու կարիք չեն ունեցել։ Դիվանագետի կոչումն է սեփական ժողովրդի շահերի պաշտպանությունը միջազգային բոլոր մակարդակներում։ Մերը ծառայություն է, այլ ոչ սովորական բյուրոկրատական աշխատանք։ Այսօր Հայաստանն արտաքին աշխարհի և տարածաշրջանային վտանգների առջև կանգնած է անկախության շրջանի ամենաերերուն և անհաստատ դիրքով։ Մենք ճանաչում ենք այս պահին դեռևս իրենց պարտքն արտգործնախարարությունում իրականացնող մեր գործընկերներին և հասկանում ենք, թե ինչպիսի ծանր իրավիճակում են նրանք գտնվում։

Կոչ ենք անում հավատարիմ մնալ ձեր կոչմանը, հիշել, որ դուք ծառայության եք անցել ոչ թե իշխանության ղեկը պատահաբար ստանձնած և պետության շահի մասին որևէ խորքային պատկերացում չունեցող խմբի, այլ՝ Հայաստանի ժողովրդի մոտ։ Ձեր ծառայության այսօրվա հետևանքները կրելու են Հայաստանի ապագա սերունդները։ Դուք կիսելու եք պատասխանատվության ձեր հսկա բաժինը՝ հայ ժողովրդի հետ կատարված ու կատարվելիք ծանր իրադարձությունների համար, ինչի պատճառը միանձնյա ու ժողովրդի թիկունքում կայացրած որոշումներն են՝ առանց հաշվի առնելու դիվանագիտական անձնակազմի մտահոգություններն ու նախազգուշացումները։ Մի վերցրեք ձեզ վրա այն քայլերի պատասխանատվությունը, որոնց վրա դուք իրականում որևէ ազդեցություն չունեք։ Որպես գործընկերներ կոչ ենք անում միանալ մեր ժողովրդի պահանջներին, որոնց կարևորությունը դուք, թերևս ամենալավն եք հասկանում, որպեսզի արդեն մոտ ապագայում կարողանանք միավորել մեր ուժերը, փորձն ու գիտելիքը և Հայաստանը դուրս բերենք այս ծանրագույն վիճակից։
