«Կառավարության մարմինների ներկայացրած 2016թ. գնումների պլանից պարզ է դառնում, որ Աղվան Հովսեփյանի ղեկավարած Քննչական կոմիտեն 500 դրամանոց զուգարանի թղթի պահանջ է ներկայացրել։ Վերահսկիչ պալատում էլ դեմ չեն թանկանոց զուգարանի թղթից օգտվելուն, այստեղ էլ նախապատվությունը տվել են 350 դրամանոցին։ Համեմատության համար նշենք, որ մյուս գերատեսչություններում 100-150 դրամանոց զուգարանի թղթով են բավարարվում։ Տարվա ընթացքում օգտագործվելիք զուգարանի թղթի քանակով էլ աչքի է ընկնում Ռոբերտ Նազարյանի ղեկավարած Հանրային ծառայությունները կարգավորող հանձնաժողովը՝ ոչ ավել, ոչ պակաս 2 հազար «ռուլոնի» պահանջ է ներկայացրել ՀԾԿՀ-ն, դրան էլ ուղիղ համեմատական է օդի թարմացուցիչների հայտը՝ 100 հատ, հատը 4 հազար 200 դրամ։
ՀԾԿՀ-ն նաև սեդան թափքի մեկ մեքենա է ուզում 2016-ին՝ 10 միլիոն դրամ արժողությամբ։ Դատական դեպարտամենտում էլ մակաբույծներն են չափից դուրս շատացել, ախտահանման և մակաբույծների ոչնչացման համար 2 մլն 400 հազար դրամ են պահանջել բյուջեից, մինչդեռ տրանսպորտի նախարարությունը, օրինակ, դրա համար 46 հազար դրամի հայտ է ներկայացրել։ Դատական դեպարտամենտում նաև տեխնիկա «կրծողներն» են շատ։ Համացանցի համար 20 միլիոնի հայտ են ներկայացրել, հանրային հեռախոսային ծառայությունների համար՝ 84 միլիոն։ Վերջին ծառայության համար կապի և տրանսպորտի նախարարությունը, օրինակ, ընդամենը 10 միլիոն դրամ է խնդրել։ Դեպարտամենտում գազի և էլեկտրաէներգիայի համար էլ բյուջեից պետք է տրամադրվի 165 և 161 միլիոն դրամ, Վերահսկիչին ու տրանսպորտի ու կապի նախարարությանը մոտ 5 միլիոնն էլ բավարար է։ Դատական դեպարտամենտում ամեն ինչն է ճոխ, անգամ բենզինի գները, բոլոր գերատեսչություններում թիվը 1 լիտրի դիմաց տատանվում է 390– 430 դրամի սահմաններում, իսկ Դատական դեպարտամենտը հաշվարկել է, որ մեզանում բենզինն արժե 450-480 դրամ»,–գրում է թերթը։
