ԱՄՆ պետքարտուղար Էնթոնի Բլինքենը հայտարարել է Վրաստանի համար վիզային սահմանափակումներ մտցնելու  քաղաքականության և ԱՄՆ-Վրաստան համագործակցության վերանայման մասին՝ «Օտարերկրյա ազդեցության թափանցիկության մասին» օրենքի ընդունման պատճառով։ Այս մասին տեղեկանում ենք մայիսի 23-ին ԱՄՆ պետքարտուղարի տարածած հայտարարությունից։

Նա նշել է, որ Վրաստանի իշխող կուսակցության ընդունած օրենքը կխոչընդոտի խոսքի և արտահայտման ազատությունը, «կխարանի այն կազմակերպություններին, որոնք ծառայում են Վրաստանին, և կխոչընդոտի անկախ լրատվամիջոցներին, որոնք աշխատում են՝ վրացիներին բարձրորակ տեղեկատվության հասանելիություն ապահովելու համար»։ Բլինքենը նաև քննադատել է օրենքի դեմ կազմակերպված բողոքի ակցիաների ճնշումը Վրաստանի իշխանությունների կողմից։

«Ի պատասխան այս գործողությունների՝ Պետքարտուղարությունը Վրաստանի համար իրականացնում է վիզային սահմանափակման նոր քաղաքականություն, որը կկիրառվի այն անձանց նկատմամբ, ովքեր պատասխանատու են կամ մեղսակից են Վրաստանում ժողովրդավարության խարխլման համար, ինչպես նաև նրանց ընտանիքի անդամների նկատմամբ: Սա ներառում է այն անձանց, ովքեր պատասխանատու են Վրաստանում բռնության կամ ահաբեկման արշավի միջոցով քաղաքացիական հասարակությանը և խաղաղ հավաքների ազատությունը ճնշելու համար», - գրված է Բլինքենի հայտարարությունում:

ԱՄՆ պետքարտուղարը նաև հայտարարել է, որ մեկնարկում է «ԱՄՆ-ի և Վրաստանի միջև երկկողմ համագործակցության համապարփակ վերանայում»։

«Մենք հույս ունենք, որ Վրաստանի ղեկավարները կվերանայեն օրենքի նախագիծը և քայլեր կձեռնարկեն իրենց ազգի ժողովրդավարական և եվրաատլանտյան նկրտումներն առաջ տանելու համար։ Մեր երկու երկրների հարաբերությունները վերանայելուն զուգահեռ, մենք հաշվի կառնենք Վրաստանի գործողությունները մեր սեփական գործողությունները որոշելիս», - եզրափակել է Բլինքենը։

Մայիսի 14-ին Վրաստանի խորհրդարանը երրորդ և վերջնական ընթերցմամբ ընդունել է «Օտարերկրյա ազդեցության թափանցիկության մասին» օրենքը, սակայն մայիսի 18-ին երկրի նախագահ Սալոմե Զուրաբիշվիլին վետո է դրել դրա վրա։ Վրաստանի խորհրդարանը, սակայն, մտադիր է հաղթահարել նախագահական վետոն։

Օրենքով նախատեսվում է, որ հասարակական կազմակերպությունները և ԶԼՄ-ները, որոնք իրենց ֆինանսավորման 20 %-ից ավելին ստանում են արտերկրից, գրանցվեն որպես «օտարերկրյա ուժի շահերը հետապնդող» կազմակերպություններ։ Վրաստանի իշխանությունները հայտնում են, որ օրենքը կոչված է ապահովելու ՀԿ-ների ֆինանսավորման թափանցիկությունը։

Օրենքի ընդունումը Վրաստանում առիթ է դարձել բազմահազարանոց ցույցերի, որոնք վերածվել են իրավապահների հետ բախումների։

Այս օրենքի պատճառով ԵՄ-ում սպառնացել են չեղարկել Վրաստանի հետ անայցագիր ռեժիմը։
