Նախագծով առաջարկվող շահառուների բուժօգնությունը կազմակերպելու համար կպահանջվի լրացուցիչ 625 միլիոն դրամ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Առողջապահության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2015 թ. մայիսի 27-ի N 568-Ն որոշման մեջ: Նախագծով առաջարկվում է ընդլայնել վերարտադրողական օժանդակ տեխնոլոգիաներով բուժօգնության իրավունքից օգտվելու իրավունք ունեցող քաղաքացիների շրջանակը:

Առաջին՝ ՀՀ քաղաքացի հանդիսացող՝ երկու տարի և ավելի անպտղություն ունեցող անզավակ կանանց, որոնց տրամադրվում է ծառայությունների ամբողջական փաթեթ, տարիքային շեմը 36-ից բարձրացնել մինչև 40 տարեկանը ներառյալ: Շահառուների այս խմբում հաշվարկը կատարվել է, հիմք ընդունելով նշված տարիքային խմբում ամուսնացած կանանց համամասնությունը և առաջնային անպտղության ցուցանիշը (1,3 տոկոս):

Երկրորդ՝ մեկ երեխա ունեցող՝ երկրորդային անպտղություն ունեցող՝ գործող որոշմամբ սահմանված սահմանամերձ բնակավայրերի բնակիչների փոխարեն, ներարգանդային սերմնավորման փորձերի և արտամարմնային բեղմնավորման մեկ փորձի հնարավորություն տրամադրել ՀՀ քաղաքացի հանդիսացող բոլոր զույգերին, որոնցից կինը պատկանում է 20-36 (ներառյալ) տարիքային խմբին: Գործող որոշմամբ սահմանված է հերթագրման կարգ, ուստի նույնիսկ տվյալ ֆինանսական տարվա ընթացքում միջոցների սպառման դեպքում շահառուները կարող են հերթագրվել և բժշկական օգնություն և սպասարկում ստանալ հաջորդ ֆինանսական տարվա ընթացքում:

Միաժամանակ, կանոնակարգվել է նախկինում շահառու չհանդիսացող, սակայն ծրագրի ընդլայնման արդյունքում շահառու դարձած անձանց՝ ծառայությունների քանակից օգտվելու իրավունքը, քանի որ հիմք ընդունելով կառավարության 2004 թ.-ի մարտի 4-ի N 318-Ն որոշման N 7 հավելվածի 2-րդ կետը, ծրագրի շահառու չհանդիսացող որոշ քաղաքացիներին պետության կողմից երաշխավորված անվճար բժշկական օգնության և սպասարկման շրջանակներում տրվել է վերարտադրողական օժանդակ տեխնոլոգիաներով բուժօգնության իրավունք: Շահառուների շրջանակի ընդլայնման արդյունքում նրանց՝ շահառու դառնալու պարագայում վերջիններս պետք է օգտվեն ծառայությունների նույն փաթեթից, որից օգտվում են շահառու հանդիսացող անձինք, այսինքն՝ ոչ ավել, քան արտամարմնային բեղմնավորման 1,5 փորձ: Նախագծի ընդունման դեպքում ակնկալվում է աջակցել ծրագրով նախատեսված շահառուների խմբերին՝ իրենց վերարտադրողական իրավունքը իրացնելու հարցում:

Ըստ նախարարության, երկարաժամկետ կտրվածքով միջոցառումը կնպաստի երկրում պտղաբերության ցուցանիշի բարձրացմանը, ընտանիքների ամրապնդմանը և ամուսնալուծությունների կանխարգելմանը: Նախագծի ընդունմամբ այլ իրավական ակտերում փոփոխություններ և լրացումներ չեն նախատեսվում: Նախագծով առաջարկվող շահառուների բուժօգնությունը կազմակերպելու համար կպահանջվի լրացուցիչ 625 մլն դրամ:
