«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «Մեղվաբուծության զարգացման փորձնական ծրագիրը հաստատելու մասին» նախագիծը: Նշվում է, որ թեև Հայաստանում կա մեղվաբուծության զարգացման զգալի ներուժ, այնուամենայնիվ, մեղվաբուծության վարման գործընթացում գերակշռում են ավանդական մեթոդները, բացակայում են ժամանակակից ինտենսիվ տեխնոլոգիաները, իսկ մեղվաբույծները զգալի կորուստներ են կրում մեղուների հիվանդության հետևանքով անկած մեղվաընտանիքների պատճառով: Այս ամենի հետևանքով դանդաղ է ընթանում մեղվաընտանիքների վերարտադրության և մեղվանոցների ընդլայնման գործընթացը, որի արդյունքում տարիներ շարունակ մեղվափեթակների թիվը տատանվում է 207-238 հազարի սահմաններում:

Մինչդեռ վերլուծությունները ցույց են տալիս, որ մեր երկրի տարածքի վայրի բուսականության և մշակովի բույսերի լիարժեք փոշոտումն ապահովելու համար անհրաժեշտ է առնվազն 250 հազար մեղվաընտանիք: Անհրաժեշտություն է առաջացել նաև մեղուների փոշոտման միջոցով նպաստել Արագածի լանջերին աճող բազմազան ու արժեքավոր բույսերի տեսակային կազմի պահպանմանը։ Ցածր է նաև մեղվաընտանիքների բերքատվության ցուցանիշը՝ 13-15 կգ, ինչը 2-3 անգամ զիջում է զարգացած մեղվաբուծություն ունեցող երկրների համանման ցուցանիշներին: Նախարարությունը նշում է, որ սահմանամերձ բնակավայրերի հազարավոր հեկտար բնական կերահանդակներ, հարևան երկրի զինվորների նշանառության տակ գտնվելու հետևանքով, խոտհնձի և կենդանիների արածեցման նպատակով չեն օգտագործվում:

Մինչդեռ դրանք հանդիսանում են նաև բազմապիսի մեղրատու բույսերով հարուստ մարգագետիններ և յուրահատուկ ու անփոխարինելի կերի բազա մեղուների համար: Պետական միջոցներից կփոխհատուցվի ձեռք բերվող մեղվաընտանիքների (մեղվափեթակների հետ միասին) արժեքի 50 տոկոսը (բայց ոչ ավելի, քան 40000 դրամը)՝ Արագածոտնի, Գեղարքունիքի, Սյունիքի և Տավուշի մարզերում: Սրանով կնպաստեն այդ մարզերի ազգաբնակչության կողմից տնօրինվող մեղվանոցների ընդլայնմանը և նոր մեղվանոցների ձևավորմանը, որոշ բնակավայրերի չօգտագործվող բնական կերահանդակների արդյունավետ օգտագործմանը, ինչպես նաև նպաստավոր պայմաններ կստեղծվեն Արագածի ստորին լանջերին հանդիպող արժեքավոր բույսերի տեսակային կազմի պահպանման համար:

Ծրագրով նախատեսված միջոցառումների իրականացման արդյունքում Հայաստանի Արագածոտնի, Գեղարքունիքի, Սյունիքի և Տավուշի մարզերի բնակավայրերը կհամալրվեն շուրջ 8000 մեղվաընտանիքներով, տարեկան կարտադրվի առնվազն 120000 կգ հավել յալ բարձրորակ մեղր, հնարավորություն կընձեռնվի արդյունավետ օգտագործել սահմանամերձ բնակավայրերի չօգտագործվող բնական կերահանդակները և պահպանել Արագածի լանջերին աճող արժեքավոր բույսերի տեսակային կազմը: Ծրագրի շրջանակներում նախատեսվող միջոցառումների համար պետական բյուջեից անհրաժեշտ է հատկացնել 320 մլն դրամ, որից 120 մլն դրամը՝ 2024, իսկ 200 մլն դրամը՝ 2025 թվականին:
