Դեռեւս 2021 թվականին Ազգային ժողովի կողմից ընդունվել է ««Առեւտրի եւ ծառայությունների մասին» օրենքում լրացումներ կատարելու մասին» օրենքը, որով ներդրվեց «թրեյդ-ին» առեւտրի տեսակի հասկացությունը: Թրեյդ-ին առեւտրի տեսակը լիցենզավորման ենթակա գործունեության տեսակ է, որի լիցենզիան տրամադրվում է Էկոնոմիկայի նախարարության կողմից:

Այս մասին ասել է ՀՀ էկոնոմիկայի նախարար Գեւորգ Պապոյանը Տնտեսական հարցերի մշտական հանձնաժողովի` մայիսի 17-ի նիստում ներկայացնելով ««Առեւտրի եւ ծառայությունների մասին» օրենքում փոփոխություն կատարելու մասին» օրենքի նախագիծը:

«Ներկայում ավտոարտադրողների պաշտոնական ներկայացուցիչների ասոցիացիան ունի տասներկու անդամ, որոնցից թրեյդ-ին առեւտրային գործարքի գործունեություն իրականացնելու լիցենզիա ստացել է միայն երեք կազմակերպություն, որոնք մինչ օրս իրականացրել են ընդհանուր ոչ ավելի, քան տասը թրեյդ-ին գործարք: Նման ցուցանիշը զգալիորեն ցածր է, քան բարեփոխումների փաթեթի քննարկման ժամանակ ակնկալվող կանխատեսումները»,- ասել է Գեւորգ Պապոյանը` հավելելով, որ ներկայում գործող կարգավորումները, ոլորտի տնտեսվարողներից ստացված դիմումների համաձայն, հստակ չէ եւ տարաբնույթ ընկալումների տեղիք է տալիս:

Ավտոտրանսպորտային միջոցի ձեռքբերման թրեյդ-ին առեւտրի տեսակի հասկացության տարաբնույթ ընկալումը բացառելու համար անհրաժեշտություն է առաջացել օրենքով հստակեցնել առեւտրի այդ տեսակի հասկացությունը: Բացի այդ, թրեյդ-ին գործիքի կիրարկելիությունը բարձրացնելու եւ լիցենզիա ստանալու ցանկություն ունեցող կազմակերպությունների թիվը մեծացնելու նկատառումներից ելնելով` առաջարկվում է ընդլայնել «ավտոտրանսպորտային ձեռքբերման թրեյդ-ին առեւտուր» գործունեության տեսակի սահմանումը: «Առաջարկվում է որպես թրեյդ-ին առեւտրի տեսակ դիտարկել նաեւ այն դեպքերը, երբ ավտոտրանսպորտային միջոցն արտադրողի դիստրիբյուտորը կամ դիլերը ֆիզիկական անձից հատուցմամբ ձեռք է բերում այդ ֆիզիկական անձին պատկանող ցանկացած տեսակի ավտոտրանսպորտային միջոց եւ իրականացնում է այդ ավտոտրանսպորտային միջոցի մանրածախ վաճառք որեւէ ֆիզիկական անձին»,- մանրամասնել է Էկոնոմիկայի նախարարը:

Հիմնական զեկուցողի դիտարկմամբ ֆիզիկական անձանց տրվում է ավտոտրանսպորտ վաճառելու եւ գնելու նոր հնարավորություն: «Սա լավ հնարավորություն է մեր շուկայի զարգացման եւ սպառողների իրավունքների պաշտպանության համար»,- նշել է Գեւորգ Պապոյանը:
