Տնտեսվարողներին աջակցություն կտրամադրվի. նախագիծ. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունն առաջարկում է հաստատել «Սպանդանոցային ծառայություն մատուցող տնտեսվարողների աջակցության ծրագիրը հաստատելու մասին» նախագիծը: Նշվում է, որ, ըստ սննդամթերքի անվտանգության տեսչական մարմնի պաշտոնական կայքէջում տեղակայված տեղեկության, սպանդանոցային ծառայություններ մատուցող գրանցված տնտեսվարողները 63-ն են, որոնցից, ըստ ՊԵԿ-ի «Հարկ վճարողների փնտրման համակարգում» առկա տեղեկատվության, 2024 թ. ապրիլի 4-ի դրությամբ 13-ը չեն գործում, 13-ը համարվում են ԱԱՀ, 26-ը՝ շրջանառության, 10-ը՝ միկրոհարկ, իսկ 1-ը պարզեցված հարկ վճարողներ։ Սպառողներին որակյալ ու անվտանգ միս մատակարարելու նպատակով գյուղատնտեսական կենդանիների սպանդը պետք է իրականացվի սպանդանոցներում կամ սպանդանոցային կետերում։
Սպանդանոցները գործում են հարկային տարբեր դաշտերում և գտնվում են մրցակցային ոչ հավասար պայմաններում: Գյուղատնտեսական կենդանիները սպանդի են ենթարկվում սպանդանոցներում, իսկ մսեղիքը սպանդը պատվիրողի կողմից ոչ միշտ է շուկայահանվում սանիտարահիգիենիկ պայմաններին համապատասախան տրանսպորտային միջոցներով՝ չպահպանվելով մսեղիքի տեղափոխմանը ներկայացվող պահանջները։ Բացի այդ, շուկայում ստեղծված անհավասար մրցակցային պայմաններով և ոչ պատշաճ վարչարարության հետևանքով մսի արժեշղթայում գործող և շրջանառության հարկ վճարող տնտեսվարողները ԱԱՀ վճարող համարվելուց խուսափելու նպատակով չեն փաստաթղթավորում իրական շրջանառությունը։
Մսի իրացման շղթայում սպանդանոցների դերը մեծացնելու, դրանք որպես լոգիստիկ կենտրոն կայանալու հարցում աջակցելու և մսեղիքի իրացումը սպանդանոցների միջոցով իրականացնելու և հարկային հավասար պայմաններ ապահովելու նպատակով կարևորվում է այս նախագծի ընդունումը: Առաջարկվում է նախագծի ընդունումից հետո մինչև 2024 թ.-ի դեկտեմբերի 30-ը ԱԱՀ վճարող համարվող սպանդանոցային ծառայություն մատուցող տնտեսվարողներին, նախագծով սահմանված ընթացակարգի համաձայն, տրամադրել ֆերմերային տնտեսություններից գնված գյուղատնտեսական կենդանիների սպանդանոցային սպանդից ստացված մսեղիքի իրացման համար հաշվարկված ԱԱՀ-ի 75 տոկոսի չափով աջակցություն։
Աջակցությունը չի տրամադրվում ներտնտեսային (ֆերմերային տնտեսություններից գյուղատնտեսական կենդանիների գնումներ չիրականացնող) սպանդանոցներին և տնտեսվարողին սեփականության կամ օգտագործման իրավունքով պատկանող կամ տնտեսվարողի հիմնադիր կամ ավելի քան տասը տոկոս բաժնետոմս ունեցող բաժնետեր հանդիսացող անձանց կամ նրանց ընտանիքի անդամներին (ծնող, ամուսին, զավակ) պատկանող գյուղատնտեսական կենդանիների սպանդից ստացված մսեղիքի իրացման արժեքից հաշվարկված ԱԱՀ-ի մասով, ինչպես նաև գյուղատնտեսական կենդանիների սպանդ իրականացնելու նպատակով մատուցված ծառայության դիմաց։ Նախագծի ընդունման դեպքում պետբյուջեից նախարարությանը լրացուցիչ ֆինանսական միջոցներ հատկացնելու անհրաժեշտություն չի առաջանում, քանի որ աջակցության տրամադրումը նախատեսվում է իրականացնել նախարարության կողմից իրականացվող պետական աջակցության ծրագրերի շրջանակներում հատկացված ֆինանսական միջոցների հաշվին՝ կատարելով համապատասխան վերաբաշխումներ։
