2015 թվականի սահմանադրական փոփոխությունների արդյունքում, այլևս չի ընտրվում որևէ անձ գործադիր իշխանության ղեկավարի պաշտոնում կամ համարժեք Նախագահի պաշտոնում, այլ ընտրվում է կուսակցություն: Այս մասին Facebook-ի իր էջում գրել է փաստաբան, ԱԺ նախկին պատգամավոր Արամ Վարդեւանյանը:
Նա, մասնավորապես, գրել է. «2015 թվականի սահմանադրական փոփոխությունների արդյունքում.
1) Այլևս չի ընտրվում որևէ անձ գործադիր իշխանության ղեկավարի պաշտոնում կամ համարժեք Նախագահի պաշտոնում, այլ ընտրվում է ԿՈՒՍԱԿՑՈՒԹՅՈՒՆ, որից ձևավորվում է խորհրդարանական մեծամասնություն: Հետևաբար 2021 թվականի ընտրություններով որևէ անձ չի ընտրվել ժողորդի կողմից վարչապետի պաշտոնում:
2) Չի ընտրվում անձ, այլ ընտրվում է ԾՐԱԳԻՐ, իսկ դրանից շեղումը չի կարող չունենալ առնվազն քաղաքական հետևանքներ:
3) Յուրաքանչյուր բավարար քվե ստացած Կուսակցությունից ձևավորված խմբակցության պատգամավոր՝ ներկայացնում է ամբողջ ժողովրդին, կաշկանդված չէ հրամայական մանդատով, առաջնորդվում է իր խղճով և համոզմունքներով: Սահմանադիրը որևէ պատգամավորի չի պարտադրում կաշկանդվել 2021 թվականի ընտրությունների արդյունքներով, առավելևս, եթե նախընտրական ԾՐԱԳՐԻՑ առկա է անուղղելի խզում:
4) Սահմանադրության ԱՆՓՈՓՈԽԵԼԻ 2-րդ հոդվածի համաձայն՝ իշխանությունը պատկանում է ժողովրդին:
Հ.Գ. Կոնկրետ որևէ անձին վարչապետի պաշտոնում չընտրելու հարցի վերաբերյալ առկա է նաև հստակ դիրքորոշում, որ արտահայտվել էր Սահմանադրական դատարանում հենց 2021 թվականի ընտրությունների արդյունքների քննության շրջանակներում, որի հղումը դնում եմ մեկնաբանության մեջ»:
