«Փաստ» օրաթերթը գրում է.

Խորհրդարանը երեկ քննարկում էր ՀՀ մարդու իրավունքների պաշտպանի տարեկան հաղորդումը և զեկույցը: Մի կողմ թողնենք ՄԻՊ Անահիտ Մանասյանի տարեկան հաղորդման ու զեկույցի բովանդակությունը, այստեղ որևէ հետաքրքիր բան չկար: Այլ ու միանգամայն հատկանշական հանգամանք միանգամից ուշադրություն գրավեց:

Փաշինյանի անվան խմբակցության պատգամավորները, խոսքները մեկ արած, մի այլ կարգի գովաբանում, անգամ գովերգում էին ՄԻ պաշտպան Անահիտ Մանասյանին: Այնպիսի տպավորություն էր, որ քպականները, հրահանգով կամ առանց հասկանալու, ՄԻՊին հնարավորինս վարկաբեկելու կուրս էին վերցրել: Ինչո՞ւ վարկաբեկելու: Այն պարզ պատճառով, որ եթե որևէ իշխանություն գովերգում է իր ժամանակվա Մարդու իրավունքների պաշտպանին, հետևությունը մեկն է՝ ՄԻՊ-ը իր տեղում չէ: Չէ, իր տեղում չէ ինստիտուտի առումով, բայց իր տեղում է իշխանության համար, որովհետև անում է այն, ինչի համար հենց իրեն է առաջադրել այդ իշխանությունը:

Հայաստանի Հանրապետության 33ամյա պատմության մեջ որևէ ՄԻՊ այդքան սիրված, գովաբանված չի եղել որևէ իշխանության կողմից: Հակառակը եղել է, երբ իշխանության բարձրաստիճան ներկայացուցիչներն անթաքույց դժգոհել կամ նեղսրտել են ՄԻ պաշտպանից: Եվ դա նորմալ է: Իսկ հիմա փաշինյանական իշխանությունը գովաբանում է ՄԻՊ-ին՝ ի դեմս Անահիտ Մանասյանի:

Դե, յուրային է, կարելի է ասել՝ իրենցից մեկը, այնքան յուրային, որ քաղաքացիները սրամտում են, որ նա ոչ թե ՄԻՊ, այլ ՔՊԻՊ է՝ ՔՊ-ի իրավունքների պաշտպան: Կամ՝ ՆԻՊ՝ Նիկոլի իրավունքների պաշտպան:

Իսկ ինչո՞ւ քպական իշխանությունը չգովաբանի իր ՄԻՊ-ին: Վերջինս երբեք ու ոչ մի կերպ ոչ մի նեղություն իշխանությանը չի պատճառել, չնայած անունով առանձին պետական ինստիտուտ է: Երկրում մոլեգնում է ոստիկանական տեռորը, կարմրասև բերետավոր ոստիկանները վայրագ բռնություններ են գործադրում անհնազանդության ակցիա իրականացնող քաղաքացիների, այդ թվում՝ կանանց, անչափահասների նկատմամբ, ոստիկանական պաշտպանության տակ գտնվող անձին խոշտանգում են և անձի արժանապատվությունը նվաստացնելուն ուղղված բռնություն գործադրում՝ ակնհայտորեն ոստիկանական ուղղորդմամբ ու հանցակցությամբ, զանազան քպականներ, իշխանավորներ ինչ կարգի խախտում ասես՝ անում են, բայց ՄԻՊ-ի ոչ ձայնն է լսվում, ոչ էլ՝ ծպտունը:

Մաքսիմում՝ երկակի ինչ-որ լղոզված հայտարարություն, որտեղ տուժողն ու մեղավորը խառնվում են իրար: Այսինքն՝ իբր իրավունքների պաշտպանություն, բայց իրականում իշխանության պաշտպանություն: Այդ տեսանկյունից Անահիտ Մանասյանը Փաշինյանի իշխանության համար առավել քան հարմար ՄԻՊ է:
