«Ժամանակ» թերթը գրում է. «Ակնհայտ է, որ Հայաստանում սկսվել են 2017 թվականի խորհրդարանական պատկերի ձեւավորման աշխատանքները, եւ կոալիցիայի մասին ՀՅԴ-ի հայտարարությունը, իհարկե, այս աշխատանքների մեկնարկի մասին հայտարարությունն է, որ Հրանտ Մարգարյանի շուրթերով անում է Սերժ Սարգսյանը: Եվ պատահական չէ, որ հետեւում է ՀՀԿ-ի արձագանքը Վահրամ Բաղդասարյանի շուրթերով, որը, ըստ էության, հայտարարում է, որ Սերժ Սարգսյանը թող անձամբ ասի այդ մասին եւ միանգամից իրենց՝ ՀՀԿ խմբակցությանը:

ՀՀԿ խմբակցությունը լինելու է խորհրդարանական պատկերի առանցքը, եւ ակնհայտ է, որ հենց այդ առանցքի շուրջ պետք է հավաքվի, այպես ասած, մնացյալ խորհրդարանական խճանկարը: Եվ իրականում այն է հարցը, թե ինչ կոալիցիա է ձեւավորվելու ՀՀԿ-ում: Իսկ այս կուսակցությունը վաղուց է գործում կոալիցիոն սկզբունքով՝ դեռ 2007 թվականից, երբ կուսակցությունում իրենց, այսպես ասած, թիմային ներդրումներն ունեցան եւ՛ Սերժ Սարգսյանը, եւ՛ Ռոբերտ Քոչարյանը:

Իհարկե, այսօր ՀՀԿ-ն այլ պատկեր ունի, սակայն կուսակցության կոալիցիոն բնույթը շարունակվում է եւ, ըստ էության, ավելի է խորացել այն բանից հետո, երբ լուծարվեց ներիշխանական երկրորդ ուժը՝ ԲՀԿ-ն: Իրական կոալիցիոն բանակցությունները սպասվում են հենց ՀՀԿ-ի շրջանակում, առավել եւս այսօր, երբ չկա նախագահական պաշտոնը, եւ երկիրն անցել է խորհրդարանական կառավարման մոդելի, որտեղ առավել բարձրանում է պատգամավորական ամեն մի մանդատի, այսպես ասած, իշխանական արժեքը:

Դա նշանակում է, որ եթե նախկինում առանցքային խնդիրը որեւէ ՀՀԿ-ական թիմի համար կարող էր լինել խորհրդարանական խմբակցությունում թեկուզ փոքր ներկայացվածությունը, այսօր ըստ էության կարեւոր է դառնում ամեն մի մանդատի տարբերությունը, քանի որ պատգամավորական մանդատից այն կողմ առաջնային մանդատ այլեւս չկա, եւ ամեն պատգամավոր, ըստ էության, դառնում է յուրօրինակ մի նախագահ:

Բնականաբար, սա նշանակում է, որ ի տարբերություն նախորդ խորհրդարանական ընտրությունների՝ եւ՛ 2012, եւ՛ 2007, 2017-ին ընդառաջ ՀՀԿ խորհրդարանական խմբակցության պատերը հստակեցնելը լինելու է շատ ավելի թեժ գործընթաց՝ նկատի ունենալով նաեւ այն հանգամանքը, որ բաց է մնում նաեւ վարչապետի հարցը, եւ հայտնի չէ, թե ի վերջո ինչ է անելու Սերժ Սարգսյանը: Ավելին՝ իրավիճակը դրանով առանձնահատուկ է դառնում նաեւ այն տեսանկյունից, որ կապված Սերժ Սարգսյանի պլանների հետ՝ ՀՀԿ խմբակցության հարցը կարող է վերստին բարձրանալ նույն սրությամբ, ինչ սրությամբ որ այժմ, նաեւ 2018-ից հետո:

Եվ այստեղ արդեն տեղի է ունենում ոչ միայն, այսպես ասած, անցողիկ շրջանակների մանդատների արժեքի բազմապատկում, այլ նաեւ ոչ անցողիկ թվացող տեղերի, քանի որ 2018-ից հետո, կախված Սերժ Սարգսյանի պլաններից, կարող է առաջանալ ՀՀԿ խմբակցության արմատական վերանայման անհրաժեշտություն, երբ կլինեն մանդատերից զանգվածային հրաժարումներ մեկ գիշերում»:
