Հայաստանի իշխանություններն ի վերջո համաձայնել են մասնակցել Ադրբեջանի հետ բանակցություններին Ղազախստանի տարածքում։ Հայաստանի ԱԳՆ-ն երեկ տեղեկությունը հաստատել է, նշել, որ կա Ադրբեջանի և Հայաստանի նախարարների հանդիպման պայմանավորվածություն՝ ղազախական կողմի առաջարկով։

Հստակեցված է հանդիպման վայրը, սակայն օրը արտգործնախարարությունից չեն նշում։ Նախօրեին նույն ԱԳՆ խոսնակն ընդամենը նշել է, թե հանդիպման վերաբերյալ տեղեկություն կհայտնեն, երբ պայմանավորվածություն ձեռք կբերվի։

Ադրբեջանի նախագահ Իլհամ Ալիևը Բաքվում կայացած համաժողովում էր ասել, որ Բաքուն համաձայնել է Ալմա-Աթիում կայանալիք հանդիպմանը, ընդ որում, ուշագրավ է, որ Ղազախստանում հանդիպումը տեղի է ունենալու հենց Ալմա-Աթիում՝ կարծես տուրք տալով 1991 թվականի Ալմա-Աթիի հռչակագրի ընդունմանը։

Մյուս կողմից՝ Ղազախստանի իշխանությունները հայտարարել են, որ, կազմակերպելով Ադրբեջանի և Հայաստանի արտգործնախարարների հանդիպումը, բանակցություններում որպես միջնորդ հանդես չեն գալու. դա ընդամենը բարի կամքի ծառայություն են համարում։ Այս իրավիճակում առնվազն անհեթեթ է նման ձևակերպումը։ Նշենք, որ թե՛ արևմտյան , թե՛ ռուսական հարթակներում արտգործնախարարների հանդիպումները սովորաբար անցնում են հենց տվյալ երկրների կամ կառույցների արտաքին քաղաքական գերատեսչությունների ղեկավարների մասնակցությամբ։ Միայն հայկական և ադրբեջանական կողմերին որոշ ժամանակով մենակ են թողնում, բայց միջնորդները սովորաբար ներկայացնում են իրենց դիրքորոշումները, փորձում ազդել կողմերի դիրքորոշումների փոփոխության վրա, ուստի անհեթեթ է գնալ Ալմա-Աթի, որտեղ որևէ միջնորդ չի լինելու։

Նույն հաջողությամբ Հայաստանի և Ադրբեջանի արտգործնախարարները կարող էին հանդիպել Հայաստանի և Ադրբեջանի սահմանի որևէ հատվածում, ինչպես, օրինակ, հանդիպում են Շահին Մուսաֆաևն ու Մհեր Գրիգորյանը։ Փաստացի, Ալմա-Աթի մեկնելը Հայաստանի հարկատուների գումարների աննպատակ վատնում է։
