ԱԺ-ն մերժեց Հայաստանի և Ադրբեջանի միջև սահմանազատման վերաբերյալ ընդդիմության հայտարարության նախագիծը

Ազգային ժողովի օրակարգ չընդգրկվեց «Հայաստան» խմբակցության հեղինակած «Հայաստանի Հանրապետության եւ Ադրբեջանական Հանրապետության միջեւ սահմանազատման եւ սահմանագծման վերաբերյալ» ԱԺ հայտարարության նախագիծը։ Նախագծին կողմ քվեարկեց 27, դեմ՝ 51 պատգամավոր։
Նախագիծն ԱԺ լիագումար նիստում ներկայացրեց «Հայաստան» խմբակցության պատգամավոր Արթուր Խաչատրյանը։ Ընդդիմությունը կողմ է, որ լինի սահմանազատում, սակայն, ըստ նրանց, դրա հիմքը պետք է լինեն 1993 թվականից փաստացի գործող սահմանները։
Հաջորդիվ պատգամավորն անդրադարձավ Հայաստանի և Ադրբեջանի սահմանազատման հանձնաժողովների կողմից ապրիլի 19-ին ձեռք բերված պայմանավորվածությանը:
«Կառավարության կառուցվածքի և գործունեության մասին» օրենքով, այո, վարչապետին իրավունք է տրվում կազմել խորհրդակցական մարմիններ: Այն մարմնին, որը ղեկավարում է Մհեր Գրիգորյանը, որեւէ մեկն իրավունք չի տվել որոշում կայացնել, թե որտեղով է անցնում սահմանը: Սահմանի ցանկացած փոփոխություն պետք է հաստատվի հանրաքվեի միջոցով, տարածքի ցանկացած փոփոխություն պետք է հաստատվի հանրաքվեի միջոցով: Տարածքը դա այն տեղն է, այն հողն է, որի վրա գործում է Հայաստանի ինքնիշխանությունը եւ որի վրա Հայաստանն ունի տիտղոս: Հետեւաբար, ցանկացած փոփոխություն պետք է հաստատվի հանրաքվեի միջոցով, այլ ոչ թե խորհրդակցական մարմին հանդիսացող հանձնաժողովի որոշումով»,- ասաց Արթուր Խաչատրյանը:
Ընդդիմության կարծիքով՝ սահմանազատումը պետք է տեղի ունենա միջազգային փաստաթղթերի՝ ՄԱԿ-ի կանոնադրության, Վիեննայի կոնվենցիայի, Հելսինկիի եզրափակիչ ակտի հիման վրա՝ որպես ուղենիշ ունենալով ԵԱՀԿ քարտուղարության կողմից մշակած փաստաթուղթը սահմանազատման եւ սահմանագծման վերաբերյալ:
Ընդդիմության կարծիքով՝ անհրաժեշտ է խաղաղություն հաստատել, որպեսզի լինի իրական սահմանազատում: Սահմանազատումը եւ սահմանագծումը պետք է լինեն իրար հաջորդող գործողություններ: Սահմանագիծը պետք է ճշգրտվի ամբողջ պարագծով եւ հետո լինի սահմանագծում: «Ինչպես նշեցի, սահմանազատման հիմք պետք է հանդիսանա 1993 թվականի սեպտեմբերի 24-ի դրությամբ սահմանը, եւ նաեւ ճանապարհների ապաշրջափակումը, հաղորդակցության ուղիների նկատմամբ ամբողջական, միաժամանակյա ապաշրջափակումը պետք է լինի ինքնիշխանության պահպանմամբ»,- նշեց Խաչատրյանը։
Հարակից զեկուցող, «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Մարիա Կարապետյանը նշեց, որ 1993 թվականի սեպտեմբերի 24-ի դրությամբ սահմանը հիմք ընդունելով՝ Հայաստանը կհրաժարվի իր պետական սահմանից և կվերադառնա ռազմական գործողության տրամաբանության։
«Սա բացարձակապես անընդունելի է և պարունակում է իր մեջ Հայաստանի Հանրապետության համար իրավական, քաղաքական, դիվանագիտական և ռազմական ռիսկեր։ Թե՛ Ադրբեջանը, թե՛ Հայաստանը ստորագրել են Ալմա-Աթայի հռչակագիրը 1991 թվականի դեկտեմբերի 21-ին՝ այդպիսով միանալով նորաստեղծ Անկախ պետությունների համագործակցությանը»,- ասաց Կարապետյանը։
