Նոյեմբերյանում ակցիայի մասնակիցներից կալանավորվածներ կան․ ի՞նչ է հայտնի

ՀՀ քննչական կոմիտեն արդեն տեղեկացրել է, որ 2024 թվականի ապրիլի 21-ին ՀՀ Տավուշի մարզի Նոյեմբերյան համայնքի Հաղթանակ բնակավայրի «Վոդխոզ» կոչվող հատվածում՝ դեպի Բագրատաշեն բնակավայրի ուղղությամբ, մի խումբ քաղաքացիների կողմից տևական ժամանակ միջպետական ճանապարհը փակելու ընթացքում առերևույթ խուլիգանական արարքներ կատարելու դեպքի առթիվ նախաձեռնվել է քրեական վարույթ։Դրա շրջանակներում իրականացված ծավալուն քննչական և վարութային գործողությունների, օպերատիվ-հետախուզական միջոցառումների արդյունքում պարզվել է, որ նշված օրը ժամը 15։50-ի սահմաններում Այրում բնակավայրի բնակիչը միջպետական ճանապարհը փակած քաղաքացիներից պահանջել է բացել ճանապարհը և իր վարած «ՈՒԱԶ» մակնիշի ավտոմեքենայով առաջ ընթացել, սակայն մի խումբ անձինք խոչընդոտել են մեքենայի ընթացքը:
Ճանապարհը փակած անձանցից մի խումբ տվյալ հատվածով երթևեկել ցանկացող Այրումի բնակչի ու մյուսների մոտ վախ առաջացնելու նպատակով, համակեցության կանոնների ցուցադրաբար խախտմամբ, հայհոյանքներ և անպարկեշտ արտահայտություններ են հնչեցնել հիշյալ բնակչի և նրա գործողությունները սատարող քաղաքացիների հասցեին։
Անտեսելով ակցիայի վայրում ծառայություն իրականացնող ոստիկանների՝ առերևույթ խուլիգանական արարքները դադարեցնելու մասին պահանջները՝ նշված անձինք հարձակվել են «ՈՒԱԶ»-ի վրա, ձեռքերով ու ոտքերով բազմաթիվ հարվածներ հասցրել մեքենային՝ վնասելով դրա տարբեր հատվածները և կոտրելով դիմապակին։ Բացի այդ, նշված անձանցից մեկը կտրող-ծակող առարկայով վնասել է «ՈՒԱԶ»-ի անվադողը:
Այդ կերպ նշված անձինք մոտ 10 րոպե շարունակ, միմյանց գործողությունները փոխլրացնելով, խմբի կազմում կատարել են առերևույթ խուլիգանական արարքներ, որոնք դադարել են Ոստիկանության ծառայողների միջամտության արդյունքում։
Քննությամբ, այդ շրջանակում կատարված՝ նշված իրադարձության վերաբերյալ համացանցում հրապարակված տեսագրությունների զննությամբ պարզվել է նշված հանցավոր արարքները կատարած մի քանի անձանց ինքնությունը։ Վարույթն իրականացնող մարմնի միջնորդության հիման վրա քրեական հետապնդում է հարուցվել նրանցից 4-ի՝ Ա․ Պ․-ի, Վ․Մ․-ի, Հ․ Ղ․-ի, Ա․ Ա․-ի նկատմամբ։
Ինչպես արդեն տեղեկացվել է, Ա․Պ․-ին ավելի վաղ ներկայացվել էր մեղադրանք և նրա նկատմամբ որպես խափանման միջոց էր ընտրվել կալանքը։
Վարույթն իրականացնող մարմնի կողմից տրվել է հանձնարարություն կալանավորումը որպես խափանման միջոց ընտրելու հարցը քննարկելու համար դատարան ներկայացնելու նպատակով ձերբակալել նշված մյուս երեք անձանց։ Ապրիլի 27-ին Վ․Մ․-ն, Հ․Ղ․-ն ձերբակալվել են և նրանց մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 297-րդ հոդվածի 2-րդ մասի 1-ին կետով։ Միջնորդություն է ներկայացվել դատարան՝ նրանց նկատմամբ ևս կալանքը որպես խափանման միջոց ընտրելու վերաբերյալ, որոնք բավարարվել են։
Նախաքննությունը շարունակվում է, անհրաժեշտ բոլոր միջոցները ձեռնարկվում են առերևույթ խուլիգանության մյուս մասնակիցների արարքներին իրավական գնահատականներ տալու նպատակով։
