Պարզվում են Սյունիքում ավտոբուսի վթարի հանգամանքները․ վարորդին ձերբակալելու որոշում է կայացվել

Հաղորդում էր ստացվել այն մասին, որ 2024թ․ ապրիլի 27-ին ժամը 13։30-ի սահմաններում, Կապան-Երևան ավտոճանապարհի 18-րդ կմ հատվածում Իրանի Իսլամական Հանրապետության «Սկանյա» մակնիշի տուրիստական ավտոբուսը դուրս է եկել ճանապարհի երթևեկելի գոտուց և գլորվել ձորը, որի արդյունքում կան զոհեր և վիրավորներ։
«Դեպքի առթիվ 2024 թվականի ապրիլի 27-ին ՀՀ քննչական կոմիտեի Սյունիքի մարզային քննչական վարչությունում ՀՀ քրեական օրենսգրքի 342-րդ հոդվածի 3-րդ մասի հատկանիշներով նախաձեռնվել է քրեական վարույթ։ Նախաքննության կատարումը հանձնարարվել է քննչական խմբին:
Կատարվել է դեպքի վայրի զննություն, որի արդյունքում հայտնաբերվել են չորս դի, մեկ դի էլ մինչ այդ տեղափոխված է եղել Կապանի բժշկական կենտրոն։
Քննությամբ պարզվել է, որ դեպքի պահին ավտոբուսում գտնվել է ընդհանուր 26 հոգի, որոնցից 23-ը՝ ուղևոր, 2 վարորդ և 1 օգնական:
Վթարի հետևանքով զոհվել են 5 անձ, որոնց ինքնությունները, նախնական տվյալների հիման վրա,պարզվել են, նրանք ԻԻՀ քաղաքացիներ են։ Տարբեր աստիճանի մարմնական վնասվածքներով Կապանի բժշկական կենտրոն է տեղափոխվել 10 անձ, այդ թվում՝ վթարին նախորդած շրջանում ավտոբուսի վարորդ հանդիսացած անձը։
Նախաքննության ընթացքում նշանակվել են դիակի դատաբժշկական և դատաբժշկական փորձաքննություններ, հարցաքննվել են մի շարք վկաներ, կատարվել են զննություններ:
Իրականացված քննչական և վարութային անհետաձգելի գործողությունների արդյունքում նախնական տվյալներ են ստացվել առ այն, որ նշված ավտոբուսով ապրիլի 25-ին ԻԻՀ-ից Երևան են ժամանել զբոսաշրջիներ։ Ապրիլի 27-ին՝ զբոսաշրջիկներին վերադարձնելու նպատակով ժամը 11-ի սահմաններում, Երևան քաղաքից նշված ավտոբուսն ուղևորվել է դեպի Իրան։
Տաթևի վանքից որոշակի տարածություն, մի քանի շրջադարձ անցնելուց հետո վարորդն ասել է, որ արգելակները չեն պահում և ձեռքի պահեստային արգելակով կանգնեցրել է մեքենան: Վարորդը և ուղևորներից մեկը իջել են ավտոբուսից՝ անիվի տակ առարկա դնելու և արգելակն ամրապնդելու համար, սակայն վայրկյանների ընթացքում ավտոբուսը պոկվել է տեղից, սկսել է առաջ ընթանալ շուրջ 30-50 մետր և, հարվածելով ու պոկելով պաշտպանիչ մետաղական արգելապատնեշը, գլորվել է ձորը:
2024թ. ապրիլի 27-ին որոշում է կայացվել անմիջականորեն ծագած հիմնավոր կասկածի առկայության հիմքով վթարված «Սկանյա» մակնիշի տուրիստական ավտոբուսի վարորդ Հ․ Ղ․ Հ-ին ձերբակալելու մասին։
Ստուգվել է վարորդի սթափության աստիճանը, պարզվել է, որ նա գտնվում է սթափ վիճակում:
Նախաքննությունը շարունակվում է, ձեռնարկվում են անհրաժեշտ միջոցներ դեպքի հանգամանքները, վթարի պատճառները, այդ թվում՝ տեղանքի առանձնահատկությունը հաշվի առնելով, վարորդի կողմից տրանսպորտային միջոցի շահագործման և երթևեկության կանոնները պահպանելու, վթարը կանխելու հնարավորությունները պարզելու և նրա գործողություններին իրավական գնահատականներ տալու նպատակով»,- ասված է ՔԿ հաղորդագրության մեջ։
