Հայոց ցեղասպանության միջազգային ճանաչումն ու դատապարտումը գրեթե երեք տասնամյակ եղել է Հայաստանի Հանրապետության արտաքին քաղաքականության առանցքային ուղղությունն ու ձեռքբերումը, որն ուղղակիորեն բխում էր Հայաստանի անկախության հռչակագրում ամրագրված և ՀՀ սահմանադրության մեջ իրավական ձևակերպում ստացած դրույթներից։ Այն նպատակ էր հետապնդում ոգեկոչելու Հայոց ցեղասպանության ավելի քան մեկ ու կես միլիոն անմեղ զոհերի հիշատակը, միևնույն ժամանակ կանխարգելելու նոր ցեղասպանությունները և ամրապնդելու Հայաստանի անվտանգային միջավայրը։
Արցախում տեղի ունեցած էթնիկ զտումներիի և հայաթափման տրամաբանական շարունակությունն է այսօր իրականացվող Հայաստանի Հանրապետության ինքնիշխան տարածքների միակողմանի զիջումները, որոնք էլ իրենց հերթին հանգեցրել են մեր համազգային և ամենացավոտ ողբերգության շահարկմանն, ինչը հղի է հայ ժողովրդի և հայկական պետականության համար աննախադեպ սպառնալիքներով և նոր գոյութենական մարտահրավերներով։
Դիվանագետների համահայկական խորհուրդը դատապարտում է Հայոց ցեղասպանության շահարկման և նվաստացման ցանկացած փորձ։ Անհնար է խաղաղություն հաստատել ազգային արժանապատվության և նվիրական զգացմունքների ուրացման գնով։
Վստահ ենք, որ Հայոց ցեղասպանությունը ճանաչած և դատապարտած երկրները հավատարիմ կմնան իրենց սկզբունքային դիրքորոշմանը՝ համամարդկային այս ողբերգության և մարդկության դեմ իրագործված այլ ոճրագործությունների հանդեպ։
Խոնարհվելով մեր սրբադասված նահատակների հիշատակի առջև, խստորեն դատապարտում ենք իշխանությունների վարած ապազգային և ծայրահեղ վտանգավոր քաղաքականությունն, ինչի արդյունքում նոր կորուստներն անխուսափելի կլինեն և անդառնալի հետևանքներ կունենան հայ ժողովրդի և հայոց պետականության համար։
