Վրաստանի նախագահը վետո կդնի «օտարերկրյա գործակալների» մասին օրենքի վրա

Վրաստանի նախագահ Սալոմե Զուրաբիշվիլին հայտարարել է, որ վետո կդնի «օտարերկրյա գործակալների» մասին օրենքի վրա, եթե այն ընդունվի։
«Ես վետո կդնեմ այս օրենքի վրա, ինչպես անում եմ այլ օրենքների հետ կապված, որոնք հակասում են Եվրամիության ռազմավարությանը և առաջարկություններին», - ասել է Զուրաբիշվիլին BBC-ի հետ հարցազրույցում։
Սակայն, Զուրաբիշվիլիի խոսքով, ինքը վստահ է, որ խորհրդարանական մեծամասնությունը կհաղթահարի իր վետոն: Չնայած դրան, նախագահը կարծում է, որ վետոն պետք է կիրառել, որպեսզի «ժողովրդի ձայնը լսելի լինի»։
Վրաստանի խորհրդարանն առաջին ընթերցմամբ ընդունել է այսպես կոչված «օտարերկրյա գործակալների» մասին («Օտարերկրյա ազդեցության թափանցիկության մասին») օրենքի նախագիծը:
Օրինագիծն ընդունվել է 83 կողմ, 0 դեմ ձայների համաբերակցությամբ, հայտնել է խորհրդարանի նախագահ Շալվա Պապուաշվիլին:

Իշխող կուսակցությունը պնդում է, որ օրինագիծն ուղղված է բացառապես արտաքին ֆինանսավորում ստացող հասարակական կազմակերպությունների և լրատվամիջոցների աշխատանքի թափանցիկության բարձրացմանը։ Որոշ հասարակական կազմակերպություններ օրինագիծն անվանում են ծայրահեղական:
Օրինագծի հակառակորդների մտավախությունները կապված են այն բանի հետ, որ առաջիկա խորհրդարանական ընտրություններից առաջ ընդդիմադիր լրատվամիջոցները, բարեգործական, իրավապաշտպան և քաղաքացիական կազմակերպությունները, որոնք գոյություն ունեն արևմտյան դրամաշնորհների հաշվին, կարող են անվանվել «օտարերկրյա գործակալներ»։ Նմանատիպ միջոցներ կիրառվել են Ռուսաստանում՝ իշխանություններին քննադատող քաղաքացիական հասարակության խմբերին հեռացնելու համար. այնտեղ նույնպես ժամանակին ամեն ինչ բացատրվում էր թափանցիկությամբ։
Վրաստանի նախագահ Սալոմե Զուրաբիշվիլին կարծում է, որ դա «ռուսական օրենք» է և խոստացել է վետո կիրառել դրա նկատմամբ։ Անցյալ տարի նա աջակցել է բողոքի ակցիաներին, երբ առաջին անգամ փորձ է արվել ընդունել օրենքը: Նախագահի վետոն խորհրդանշական է. իշխող կուսակցությունը բավականաչափ ձայն ունի այն տապալելու համար:
