Ռուսաստանի կառավարությանը ներկայացվել է միգրանտների նկատմամբ վերահսկողությունը խստացնելու օրինագիծ։ Այն փոփոխություններ է ենթադրում մի շարք ուղղություններով՝ կեցության ժամկետներ, փաստաթղթերի նոր ձևաչափ, միգրանտների շարժ, իրավական նոր ռեժիմ և այլն։ «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում «Հայկական Կարիտաս» կազմակերպության միգրացիոն ծրագրի փորձագետ Տաթևիկ Բեժանյանը նշեց, որ միգրանտների նկատմամբ վերահսկողությունը խստացնելու քաղաքականությունը նորություն չէ։ Դեռ 2018 թվականից արդեն այդ ուղղությամբ աշխատանք կատարվում է և յուրաքանչյուր տարի առաջարկվող փոփոխությունների որոշակի խմբաքանակ կյանքի է կոչվում։ 2023 թվականին ևս եղել են խստացումներ, ինչն էլ իր ազդեցությունն է թողել միգրացիոն հոսքի վրա։

«Ռուսաստանի Ներքին գործերի նախարարի վերջին հայտարարության համաձայն՝ 2023-ին ՌԴ-ից արտաքսված միգրանտների թիվը կազմել է 110 հազար, որը ռեկորդային ցուցանիշ է։ Այն 65 տոկոսով ավելի է 2022 թվականից։ Մուտքի արգելքի խնդիրների առաջ կանգնել են նաև հայ միգրանտները։ Մեր քաղաքացիներից շատերը, բավարար իրազեկված չլինելով, կեցության ժամկետները չեն պահպանում, օրենքով նախատեսված ընթացակարգով իրենց փաստաթղթերը չեն կազմում, հաշվառվում են մեկ տեղում, բնակվում են մեկ այլ տեղում ու արդյունքում խնդիրների առաջ են կանգնում»,-ասաց Տաթևիկ Բեժանյանը։

Այս նոր նախագծով առաջարկվող փոփոխությունները ևս խստացնում են միգրանտների նկատմամբ վերահսկողությունը։ Մասնագետն ընդգծում է՝ շատ կարևոր է, որ ՌԴ մեկնող յուրաքանչյուր քաղաքացի լավ տեղեկացված լինի ընթացակարգերից։

«Առաջարկվող փոփոխություններից մեկը վերաբերում է ժամանակավոր կեցության ժամկետներին։ Գործող օրենսդրությամբ ոչ վիզային ռեժիմի երկրների քաղաքացիները տարվա ընթացքում կարող են յուրաքանչյուր 180 օրվա մեջ Ռուսաստանում գտնվել 90 օր։ Հիմա առաջարկվում է 365 օրվա մեջ քաղաքացին իրավունք ունենա գտնվել 90 օր։ Ընդ որում, եթե նախկինում քաղաքացին ՌԴ-ից դուրս գալով ու հետ վերադառնալով կեցության ժամկետները զրոյացնում էր ու նորից էր հաշվարկվում, ապա այսօր այդպես չէ։ Կեցության օրերի քանակը հաշվարկվում է տարվա սկզբից կատարած առաջին մուտքից»,-ասաց Տաթևիկ Բեժանյանը։

Հաջորդ փոփոխությամբ առաջարկվում է օտարերկրացիների համար ստեղծել թվային պրոֆիլ, որը կմիավորի քաղաքացու մասին պետական մարմինների ու կազմակերպությունների տեղեկատվական համակարգում առկա տվյալները։ Կներդրվի նաև ՌԴ-ում օտարերկրյա քաղաքացու ինքնությունը հաստատող մեկ այլ փաստաթուղթ։ Տաթևիկ Բեժանյանը նկատեց, որ ժամանակին քննարկվում էր այդ փաստաթղթում չիպ ունենալու տարբերակը, ինչը հնարավորություն կտար վերահսկել միգրանտի տեղաշարժը, քանի որ շատ են դեպքերը, երբ անձը հաշվառվում է մեկ հասցեում, բնակվում՝ մեկ այլ տեղում։ Դրանից բացի, նախագծով առաջարկվում է ուժեղացնել վերահսկողությունն այն գործատուների նկատմամբ, որոնք ցանկանում են ունենալ օտարերկրացի աշխատողներ։ Այդ նպատակով նախատեսվում է ստեղծել օտարերկրյա աշխատողների ու գործատուների ռեեստրներ։
