Ամսական 25 հազար դրամ կանխիկ՝ ընտանեկան դրամագլխից

Գաղտնիք չէ, որ պետական բյուջեի ճիշտ կառավարումը լուրջ ազդեցություն կարող է ունենալ տնտեսության կարգավորման և զարգացման գործում: Վերոնշյալի ապահովման և մատուցվող ծառայությունների որակի բարձրացման նպատակով կառավարությունը փոփոխություններ և լրացումներ է կատարել նախկինում ընդունած որոշումներից մեկում:
Փոփոխությամբ սահմանվել է, որ կենսաթոշակառուի մահվան դեպքում տրվող թաղման նպաստի, ինչպես նաև կենսաթոշակառուի մահվան պատճառով չվճարված կենսաթոշակի, պատվովճարի, ամենամսյա պարգևավճարի, ծերության նպաստի, հաշմանդամության նպաստի, կերակրողին կորցնելու դեպքում նպաստի և սոցիալական ապահովության այլ ծրագրերով նախատեսված դրամական վճարների գումարները կարող են վճարվել շահառուի` տարածքային բաժին ներկայացված փաստաթղթերի հիման վրա բանկում նրա անվամբ անվճար բացված բանկային հաշվին փոխանցելու միջոցով: Ներկայումս, վերոնշյալ գումարները գրեթե 95 տոկոսով վճարվում են կանխիկ եղանակով, ինչի համար պետբյուջեից վճարվում է 1 տոկոս միջնորդավճար (ծառայությունների վճար):
Հարկ է նշել, որ վերը նշվածին զուգահեռ, գործադիրը մեկ այլ որոշմամբ էլ սահմանել է երեխայի ծննդյան միանվագ նպաստի ուղղակի վճարման միայն անկանխիկ եղանակը: Որոշմամբ սահմանվել է նաև, որ ընտանեկան դրամագլխի գումարը կարող է տնօրինվել նաև նոր ծնված երեխայի մեկ տարին լրանալուց հետո՝ ցանկացած բանկային հաշվի փոխանցելու միջոցով պարբերական վճարումներ կատարելով, բայց ոչ ավելի քան ամսական 25000 դրամը: Ընդ որում, ընտանեկան դրամագլխի գումարը ցանկացած բանկային հաշվի փոխանցելու միջոցով տնօրինելու ժամկետը սահմանվում է մինչև 2016թ. դեկտեմբերի 31-ը: Ընդունված որոշման արդյունքում շուրջ 13500 ընտանիք իրավունք կստանա 2016թ. ընթացքում տնօրինել ընտանեկան դրամագլուխը՝ ամսական 25 000 դրամի չափով:
Գործադիրի ղեկավարը կարևորելով ընդունված որոշումը ասել է, որ այն նպաստում է կոռուպցիոն ռիսկերի վերացմանը, քանի որ քաղաքացիները փորձում են տարբեր ճանապարհներով այդ գումարները ստանալ կանխիկ: Հովիկ Աբրահամյանը նշել է նաև, որ հիմա ընթացակարգերը պարզեցվում են և հնարավորություն է տրվում, որպեսզի քաղաքացին կարողանա այդ ընտանեկան դրամագլխից ամսական 25 հազար դրամ կանխիկ ստանալ և չփորձել տարբեր ճանապարհներով, նաև կորցնելով այդ գումարի որոշ մասը` կանխիկացնել այն:
