Մինչ իշխանությունները շարունակում են գլուխ գովել, թե իբր «աննախադեպ ժողովրդավարություն» են բերել, նույնիսկ միջազգային կառույցնեն են հակառակի մասին պնդում: Ի մասնավորի, հեղինակավոր Freedom House իրավապաշտպան կազմակերպության զեկույցում նշվում է, որ ժողովրդավարական կառավարման վարկանիշում Հայաստանը անկում է գրանցել՝ 2,50-ից հասնելով 2,25-ի:

Արդյունքում Հայաստանի ժողովրդավարության միավորը 3,11-ից իջել է 3,07-ի: Զեկույցում նշվում են մի շարք պատճառներ, ի մասնավորի՝ կենտրոնական իշխանությունների կողմից ընդդիմադիր քաղաքապետերին պաշտոնանկ անելու բազմամյա միտումը, իշխող կուսակցության ֆինանսների թափանցիկության բացակայությունը, ընտրությունների ժամանակ վարչական ռեսուրսի լայնածավալ չարաշահման դեպքերը հօգուտ իշխող կուսակցության, նախնական կալանքը որպես պատժամիջոց կիրառելու շարունակական պրակտիկան, պետական գնումների մրցույթներում իշխող ուժի հետ փոխկապակցված ընկերությունների հաղթանակի պրակտիկան, կառավարության ու իշխող կուսակցության պատգամավորների կողմից տեղեկատվության ու խոսքի ազատության վերաբերյալ մի շարք հետադիմական օրենսդրական նախաձեռնությունները, ԲԴԽ-ի, մեղմ ասած, վիճահարույց որոշումները (կարգապահական միջոցներ են ձեռնարկվում այն դատավորների նկատմամբ, որոնք վիճարկում են Բարձրագույն դատական խորհրդի անկախությունը, կամ փոխկապակցված են նախկին ռեժիմի հետ, մինչդեռ կասկածելի անցյալ ունեցող, բայց իշխանության հետ համերաշխ դատավորներն առաջխաղացում են ստանում) և այլն:

Ուշագրավ է, որ նման եզրակացություն է տվել արևմտյան իրավապաշտպան կազմակերպությունը: Կան տեսակետներ, որ վիճակն այնքան վատ է, որ նույնիսկ Արևմուտքն այլևս չի կարողանում աչքերը փակել իր հովանավորյալ ռեժիմի կողմից արվող խայտառակությունների առջև: Սակայն, մյուս կողմից, չի բացառվում, որ նույն Արևմուտքը ևս սկսել է «ձեռքերը լվանալ» Նիկոլ Փաշինյանից: Ի դեպ, կան մեզանից ոչ հեռու գտնվող երկրների օրինակներ, երբ գործող ղեկավարի հեռացումից ընդամենը 1-2 ամիս առաջ նույնատիպ եզրակացություն է տվել Freedom House-ը...
