Ադրբեջանական ռեժիմի կողմից Լեռնային Ղարաբաղի դաժան նվաճումը և էթնիկ զտումները բացահայտեցին ավտոկրատական էքսպանսիայի մահացու հետևանքները, ասվում է Freedom House-ի զեկույցում։
Նշվում է, որ վերջին տարիների այս և այլ իրադարձություններն արագացրել են աշխարհաքաղաքական վերակազմավորումը տարածաշրջանում, երկրները բաժանվել են երկու հակադիր բլոկի՝ ազատական, ժողովրդավարական կարգին հավատարիմների և այն կատաղի մերժողների։
Freedom House-ը նշել է, որ Բաքուն ճանապարհ է հարթել սեպտեմբերյան հարձակման համար՝ մի քանի ամիս տեւած շրջափակման հաստատելով, որըԼեռնային Ղարաբաղի բնակչությանը զրկել է առաջին անհրաժեշտության ապրանքներից:
«Երբ ռազմական հարձակումը սկսվեց, տեղական պաշտպանական ուժերը համաձայնեցին վայր դնել զենքերը, կառավարությունը լուծարվեց, և ռուս խաղաղապահները ոչ մի փորձ չարեցին միջամտելու՝ ստիպելով 120,000 էթնիկ հայերին փախչել իրենց կյանքի համար: Ներքին ճակատում նախագահ Ալիևն արագ քայլեր ձեռնարկեց՝ շահագործելու իր հաղթանակը Լեռնային Ղարաբաղում: Դեկտեմբերին նա կոչ արեց արտահերթ նախագահական ընտրություններ անցկացնել 2024 թվականի փետրվարին՝ ընտրությունների ամսաթիվը մեկ ամբողջ տարով տեղափոխելով»,- ասվում է զեկույցում։
