Առանձնապես ծանր հանցագործությունների 90 տոկոս աճը կապված է օրենսդրական փոփոխությունների հետ։ Այս մասին կառավարության նիստում ասաց վարչապետ Նիկոլ Փաշինյանը։

«Առանձնապես ծանր հանցագործությունների թիվը կրկնապատկվել է։ Այդ 90 տոկոսանոց աճի 90 տոկոսը հետևյալի հետ է կապված՝ օրենսդրության մեջ փոփոխություններ են տեղի ունեցել։ Օրինակ, հանկարծամահության դեպքով մինչև շատ կոնկրետ ահազանգ չէր լինում, քրեական գործ չէր հարուցվում, հիմա հանկարծամահության բոլոր դեպքերի առիթով հարուցվում է քրեական գործ, և ընդ որում, պրակտիկան ցույց է տալիս որ դա արդարացված է»,- նշեց նա։

Ըստ նրա՝ դա արդարացված է, քանի որ լինում են այնպիսի դեպքեր, որոնք շատ նման են հանկարծամահության, բայց հետո քրեական գործի շրջանակներում պարզվում է, որ իրականում սպանություն է տեղի ունեցել։

«Իհարկե, դեպքերի մեծ մասով դա հերքվում է, բայց նաև պետք է խոստովանել, որ 27 տոկոսի աճ կա առանձնապես ծանր հանցագործությունների, և սա էլ է պետք արձանագրել։ Բայց այս աճի մի մասն էլ կապված է այդ օրենսդրական փոփոխությունների հետ։ Այն դեպքերի մի մասը, որոնք նախկինում որպես հանցագործություն չէր ֆիքսվի, այս պատճառով հիմա իրենով գործ հարուցուվում է։ Պետք է արձանագրենք որ հանցավորության դեմ պայքարը լուրջ մարտահրավեր է, պետք է նաև արձանագրենք՝ ինչքան տնտեսությունն աճում է, այդքան մարդկանց հոսքը, օրինակ՝ զբոսաշրջիկների, մեզ համար մարտահրավեր է։ Մենք շատ զգայուն ենք նաև զբոսաշրջիկների հետ կապված հանցագործությունների վերաբերյալ, որովհետև դա կարող է վատ իմիջ ստեղծել»,- հայտարարեց նա։

Փաշինյանի խոսքով՝ այդ թիվը հնչեղ է։

«Շատ հնչեղ է՝ 90 տոկոս աճ առանձնապես ծանր հանցագործությունների, բայց դա կապված է օրենսդրության փոփոխության հետ»,- ասաց նա։
